Este livro analisa os principais acontecimentos de um século da história da segurança social pública em Portugal, identificando os desafios que se colocam ao sistema de segurança social nas próximas décadas e apresentando potenciais soluções. Portugal dispõe de um sistema público de segurança social que se desenvolveu muito mais tarde que o de outros países europeus. A partir de 1974 assumiu-se o princípio de solidariedade entre gerações e foi consagrado o direito de todos à segurança social. Desde então, o sistema desenvolveu-se de forma significativa, representando, atualmente, uma parcela significativa da despesa pública portuguesa. Ainda assim, o certo é que Portugal se apresenta como um dos países da OCDE com a distribuição mais desigual do rendimento e em que persistem níveis de pobreza, inclusive daqueles que estão inseridos no mercado de trabalho, não compagináveis com os padrões europeus. A questão que se coloca não é a de se temos de reformar o sistema de segurança social. A questão que se coloca é a de como poderemos reformar o sistema, de forma a que sejam assegurados níveis de proteção adequados (quer para os riscos sociais mais clássicos, quer para os novos riscos sociais), num quadro de sustentabilidade intertemporal do mesmo e, simultaneamente, que seja possível promover uma demografia “saudável” e um crescimento económico sustentável. A reforma do sistema de segurança social não pode ser concretizada por decreto, mas sim a partir de uma reflexão profunda. Este livro lança pistas para esse debate, o qual, não pode ser mais adiado, sob pena de, se nada fizermos nada termos para discutir no futuro.
