Urban planning is a complex field of knowledge and practice. Through the decades, theoretical debate has formed an eclectic set of possible perspectives, without finding, in our opinion, a coherent paradigmatic framework which can adequately guide the interpretation and action in urban planning. The hypothesis of this book is that the attempts of founding an autonomous planning theory are inadequate if they do not explore two interconnected fields: architecture and public policies.The book critically reviews a selected set of current practices and theoretical founding works of modern and contemporary urban planning by highlighting the continuous search for the epistemic legitimization of a large variety of experiences. The distinctive contribution of this book is a documented critique to the eclecticism and abstraction of the main international trends in current planning theory. The dialogic relationship with the traditions of architecture and public policy is proposed here in order to critically review planning theory and practice. The outcome is the proposal of a paradigmatic framework that, in the authors’ opinion, can adequately guide reflections and actions. A pragmatic and interpretative heritage and the project-orientated approach are the basis of this new spatial planning paradigm.

By focusing on the interplay between material, social and narrative dimensions of the city, this book examines urban complexity, namely the dynamic and entangled nature of urban issues, and puts forward a notion of the city as an urban texture. Taking an innovative interdisciplinary approach, it perceives the way cities are organized as a restless stratification of materials, meanings and uses, and deals with the interrelationships between actors, places, administrative rationalities and artefacts. It argues that urban fabric is 'manufactured' in this interplay between imagery and practices (of all the stake-holders, including planners, city managers and city users). Illustrated by in-depth empirical studies from across Europe and Latin America, the book explores material and symbolic aspects of the urban experience. Il volume raccoglie e sviluppa i materiali predisposti in occasione del seminario annuale di ISoCaRP (International Society of City and Regional Planning) svoltosi a Genova nel 2004 che erano stati raccolti originariamente in un'agile pubblicazione in lingua inglese finalizzata a presentare ai partecipanti, provenienti da tutto il mondo, il sistema di pianificazione vigente in Liguria.Questa nuova edizione, ampiamente rivista ed ampliata, si è posta l'obiettivo di tracciare un quadro sistematico e completo, dei piani e degli strumenti urbanistici che operano sul territorio ligure, considerando le diverse scale territoriali, da quella di area vasta a quella sub-comunale e la diversa efficacia, dalle linee di indirizzo alle prescrizioni normative, ed i diversi intenti, da quelli più generali a quelli di settore. Il tutto corredato, ad ogni livello, da estratti ed esemplificazioni tratti dalla ormai ricchissima collezione di strumenti che operano alle diverse scale territoriali. La prima intenzione è stata quella di produrre un testo da utilizzare nella didattica dei corsi diUrbanistica, poiché vi sono illustrati, nella specifica applicazione al caso ligure praticamente tutti gli strumenti di governo delle città e dei territori, contemplati dal quadro legislativo nazionale. Dal punto di vista critico, il volume si pone nella prospettiva di cogliere come l'articolata gamma degli strumenti di pianificazione, possa contribuire a costruire un progetto collettivo e pubblico di città e di spazio regionale, finalizzato ad essere il riferimento e la traccia delle compatibilità dei molti progetti di intervento sul territorio. Lidia Bisio, architetto paesaggista attualmente impegnata nell'attività professionale e didattica di pianificazione del paesaggio con particolare attenzione all'analisi e alla progettazione di spazi aperti di interesse ambientale, con esperienza nei settore del recupero e in metodologie di schedatura. I suoi interessi scientifici e la sua attività professionale sono rivolti principalmente allo studio ed alla riqualificazione del paesaggio rurale. Giampiero Lombardini, architetto, dottore di ricerca in tecnica urbanistica, professore a contratto presso la facoltà di architettura di Genova, svolge attività professionale e di consulenza nell'ambito della pianificazione urbanistica. I suoi interessi scientifici si concentrano nella pianificazione territoriale sia di livello locale che di area vasta, con particolare riferimento ai temi dell'ambiente e del paesaggio.
