This publication contains twelve modules which cover a selection of major reform measures in agricultural extension being promulgated and implemented internationally, such as linking farmers to markets, making advisory services more demand-driven, promoting pluralistic advisory systems, and enhancing the role of advisory services within agricultural innovation systems. The reform issues consider the changing roles of the various public, private and non-governmental providers, and highlights the collaboration required to create synergies for more efficient and effective high quality services responding to the needs and demands of smallholder farmers. The modules draw on reform experiences worldwide and provide an introduction, definitions and a discussion for each specific reform measure, as well as case studies, tools, exercises and a reference list. The reform topics are envisaged for policy-makers, management and senior staff of institutions providing agricultural and rural advisory services. It can also be very useful for students studying agriculture, rural development, and extension in particular. This is a substantially updated version of the 2009 publication of the same title, but with only nine modules. These nine modules were restructured and up-dated, and three modules were added. The layout of the modules changed to allow a better overview for the reader.

An examination of political conflicts over pesticide drift and the differing conceptions of justice held by industry, regulators, and activists. The widespread but virtually invisible problem of pesticide drift—the airborne movement of agricultural pesticides into residential areas—has fueled grassroots activism from Maine to Hawaii. Pesticide drift accidents have terrified and sickened many living in the country's most marginalized and vulnerable communities. In this book, Jill Lindsey Harrison considers political conflicts over pesticide drift in California, using them to illuminate the broader problem and its potential solutions. The fact that pesticide pollution and illnesses associated with it disproportionately affect the poor and the powerless raises questions of environmental justice (and political injustice). Despite California's impressive record of environmental protection, massive pesticide regulatory apparatus, and booming organic farming industry, pesticide-related accidents and illnesses continue unabated. To unpack this conundrum, Harrison examines the conceptions of justice that increasingly shape environmental politics and finds that California's agricultural industry, regulators, and pesticide drift activists hold different, and conflicting, notions of what justice looks like. Drawing on her own extensive ethnographic research as well as in-depth interviews with regulators, activists, scientists, and public health practitioners, Harrison examines the ways industry, regulatory agencies, and different kinds of activists address pesticide drift, connecting their efforts to communitarian and libertarian conceptions of justice. The approach taken by pesticide drift activists, she finds, not only critiques theories of justice undergirding mainstream sustainable-agriculture activism, but also offers an entirely new notion of what justice means. To solve seemingly intractable environmental problems such as pesticide drift, Harrison argues, we need a different kind of environmental justice. She proposes the precautionary principle as a framework for effectively and justly addressing environmental inequities in the everyday work of environmental regulatory institutions.

"The role of producer organizations in market chains has received increasing attention in recent years, both from governments and donors. In order to lower transaction costs, markets demand that smallholder farmers operate in an organized manner. However, though the policy openings for support seem promising, smallholder market access through farmer-led economic organisations is not easy. This book presents various approaches to support producer organisations in terms of providing economic services to their members, with a focus on developing countries. Markets are increasingly fragmented in value chains that link farmers with specific processors, retailers and consumer segments. Several contributions in this book analyse these dynamics in specific value chains, such as the fair trade and organic agriculture and their potential to provide market outlets for smallholder farmers. This book is the result of a Dutch partnership between policy makers, researchers and practitioners designed to confront ideas with realities. This study looks at the business models of small and medium sized rice processors in Kenya in order to better understand the policy and technical support they need to grow and fulfil their role in agrifood systems transformation. More specifically, by employing semi-structured interviews with Kenyan rice millers, the technical study identifies challenges in their day-to-day business activities, including procurement, inbound and outbound logistics, in-house operations, financing, and human resources management. Additionally, the publication looks at opportunities for improving the business enabling environment in which these enterprises operate, providing a set of policy options to foster their role. The methodology cross fertilises different disciplinary perspectives in order to gather evidence for formulating policy in a way that integrates several policy fields and cross-cutting issues such as food safety, quality and nutrition; farmer-market linkages; decent rural employment and gender equality; or rural investment. The paper showcases how small and medium agrifood manufacturers respond to the business enabling environment and also contribute to local development from multiple angles.

A two-day virtual regional consultation titled “Engaging with Academia and Research Institutions (ARIs) to Support Family Farmers and Food System Transformation During and Post COVID-19 Pandemic in Asia” was held by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and the Asian Farmers’ Association for Sustainable Rural Development (AFA) from 8–9 December 2021. The consultation was organized in collaboration with United Nations Educational, Scientific and Cultural Organization (UNESCO), International Cooperation Centre of Agricultural Research for Development (CIRAD), Group For Research and Technology Exchanges (GRET), and with technical assistance from FAO Regional Office for Asia and the Pacific (RAP). It was attended by 157 international participants and 51 speakers coming from different academic and research institutions (ARIs), non-governmental organizations (NGOs) and civil society organizations (CSOs), government agencies, and development partners. The regional consultation highlighted the importance of collaboration among ARIs, family farmers’ organizations, government agencies, and development partners in Asia in enhancing the livelihoods of family farmers and developing their capacities to cope with the COVID-19 pandemic through agroecology. This publication compiles the proceedings of the two-day virtual regional consultation and marks an important milestone in initiating a stocktaking of existing initiatives and collaborations between ARIs, inter-government agencies and family farmers’ organizations in the region with a specific focus on agroecology and sustainable food systems.

This publication constitutes a practical development tool, which implements the sustainable food value chain framework with a focus on small-scale livestock producers, targeting an audience of project design teams and policymakers. Small-scale livestock producers are important actors in food production, human health and management of landscapes and animal genetic resources. However, they face a number of challenges, which hamper their productivity, access to market, and competitiveness vis-à-vis their larger counterparts. By integrating the concepts of value addition and the three dimensions of sustainability, the sustainable food value chain framework not only addresses questions concerning the competitiveness, inclusion and empowerment of small-scale producers, but also incorporates the cross-cutting issues that are increasingly embedded in development projects. These guidelines take the user through the different steps of value chain development, highlighting the particularities of the smallholder livestock sector, such as multi-functionality, specific production cycles or food safety issues, through concrete examples.
