We study the lobbying choices of firms that invest in green innovation. Using a novel method to determine the direction of a firm's lobbying efforts, we find that green innovators are equally likely to lobby in favor of green or brown legislative agendas. To understand why firms' lobbying efforts do not correspond to their innovation efforts, we examine firms' current sources of cash flows and firms' competitive position. We find that firms whose current business relies more on brown technologies and firms with more market power spend significantly more on brown lobbying. Given the technological and regulatory uncertainty associated with the transition to a greener economy, our results suggest that firms view green innovation as real options on future cash flows, delaying their green investments and devoting resources to lobbying activities that protect the status quo.

This paper explains why trade liberalizations occur in developing countries, and why they are often reversed. It does so by focusing on the use of lobbying for protection by import competing firms as a means to postpone costly product quality upgrades to keep up with foreign competitors. Given the availability of a political market for import tariffs, domestic firms will lobby for a sequence of tariffs that insulate domestic profits from a widening quality gap, thereby allowing adjustment to be postponed. But as the contributions required by the government grow with the size of the quality gap, it will be optimal to adjust quality and to decrease the lobbying effort at some time, leading to liberalization and technological catch-up. But then the equilibrium tariff will again be small and "cheap", and it will pay to start lobbying anew, until the next quality adjustment. Therefore, cycles in protection will occur as a result of the use of lobbying as a substitute for innovation. The model thus sheds new light on the impact of the costs of protection on the effectiveness of the lobbying effort over time, and on their implications for the timing and the time horizon of trade reforms in developing countries.

Do transparency and publicity have the power to civilise politics? In deliberative democratic theory this is a common claim. Publicity, it is argued, forces actors to switch from market-style bargaining to a behaviour more appropriate for the political sphere, where the proper way of reaching agreement is by convincing others using public-spirited arguments. Daniel Naurin has conducted the first comprehensive analysis and test of the theory of publicity's civilising effect. The theory is tested on business lobbyists - presumably the most market-oriented actors in politics - acting on different arenas characterised by varying degrees of transparency and publicity. Innovative scenario-interviews with lobbying consultants in Brussels and in Stockholm are compared and contrasted with a unique sample of previously confidential lobbying letters. The results are both disappointing and encouraging to deliberative democratic theorists. While the positive force of publicity seems to be overrated, it is found that even behind closed doors business lobbyists must adapt to the norms of the forum.

The lack of previous research into political interest groups and taking into account policy-specific and institutional context characteristics is largely due to research designs that have been primarily focused on a small number of policy debates, with the result that contextual characteristics were largely held constant. This book brings together articles from different modules that are part of a larger European Collaborative Research Project, INTEREURO, carried out by research teams in nine different countries under the auspices of the European Science Foundation.
