As a result of a contract awarded by the Construction Engineering Research Laboratory, U.S. Army Corps of Engineers, and the Environmental Pro tection Agency, a workshop on the methodology of economic impact analy sis was held at Hueston Woods State Park Lodge in Oxford, Ohio, April 13-15, 1977. Leading researchers in regional modeling were gathered to take stock of current developments in the field and to put forth new ideas and directions for research. Also attending the workshops were individuals from various governmental agencies that use regional models and economic impact statements. Preliminary versions of the papers appearing in this vol ume served as focal points for discussions that have hopefully continued, stimulating further thinking of the problems addressed. The objectives of the conference were not only to explore recent develop ments in methodology but also to expose users of economic impact analyses to a wide variety of models and applications and to acquaint academicians with the needs of users. The papers appearing in this volume represent only a portion of the output of this workshop.

With the help of a line item budget from a feasibility study, local economic impacts of construction and annual airport operations were quantified. As is the case with any major infrastructure development, the regional economy is positively impacted as construction activities are conducted. Analysis also shows that positive economic effects could be the result of the annual airport operations. To substantiate the sustainability of airport operations, a cluster analysis was conducted to identify possibilities for industry clusters in the area. Results showed that clustering will only serve to increase the local economic impact of airport operations; further justifying the large public investment.

This book provides researchers, students, and practitioners with a methodology to evaluate the impacts of a wide diversity of development projects and policies on local economies. Projects and policies often create spillovers within project areas. LEWIE uses simulation methods to quantify these spillovers. It has become a complement to randomized control trials (RCTs), as governments and donors become interested in documenting impacts beyond the treated, comparing the likely impacts of alternative interventions, and designing complementary interventions to influence program and policy impacts. It is also a tool for impact evaluation where RCTs are not feasible. Chapters 1-4 motivate and present the basics of impact simulation, including how to design a LEWIE model, how to estimate the model, and how to obtain the necessary data. The remaining chapters provide a diversity of interesting real-world applications and extensions of the basic models. The applications include evaluations of the impacts of cash transfers for the poor, ecotourism, global food-price shocks, irrigation projects, migration, and corruption. Each chapter provide readers with the tools they need to conduct their own local economy-wide impact evaluations. All models and data used in this book are available on-line.
