Local Government in the Soviet Union (1987) analyses the Soviet Union’s limited success in improving local government between in the 1960s to 1980s, as the country made a drive toward centralized policy control. It examines the institutional framework and changes in crucial policy areas, and argues that a fragmented vertical power structure involving the three bureaucracies of Party, ministries and the city and regional soviets was unproductive. It shows how group interests moulded and adapted policies and how the Party’s initiative in centralizing policy was thwarted. It also outlines the significance of the industrial base in determining local budgets and the provision of amenities, as opposed to overtly political factors.

In recent decades there has been increasing historical interest in various aspects of local urban politics, resulting in a much better understanding of the recruitment and socio-economic characteristics of municipal leadership and the exercise of power at a local level. However, much less is known about the highly important offices and office-holders standing at the ceremonial, political and executive head of towns and cities. Through a comparative analysis of mayoralty since1800, this volume explores the characteristics of the office in relation to such issues as the constitutional position of mayors, their ceremonial and executive roles, their representational status in relation to local, regional and central authority, and their public visibility, which at various times has been used to highlight or blur issues of race, gender, politics or religion within a community. Drawing on examples from contrasting national contexts in Eastern and Western Europe, and North America, and with contributions from both historians and political scientists, this book will be welcomed as an important step in providing a much fuller international picture of the development and nature of urban governance.

This book presents the changing roles of urban governments and how local governments struggle to gain administrative, fiscal, and political power to combat current urban challenges in Kazakhstan. Focusing on the cities and regions selected by the national government of Kazakhstan to be the drivers of national economic development, the author analyses the impact of decentralization on the role of local governments. The book examines the practical experiences of city and regional governments with an emphasis on urban planning, public investment in national projects, and management of urban transport. Due to the complexity and irregular distribution of political reforms at different levels of local government in Kazakhstan, three separate studies are presented, each looking at a specific aspect of decentralization reform and local government function related to physical urban development and distribution of public investment. The author argues that, if the national government of Kazakhstan wants to concentrate economic resources in urban agglomerations, it is not enough to assume that local governments are ready to play the role of efficient planners and managers of urban development. A useful analysis illustrating cities and urban conglomerations as engines of growth in economic development, this book will be of interest to academics studying Central Asian Studies, in particular political and economic development, Development Studies, and Urban Studies. Schizophrenic Women is a fascinating report on the lives of seventeen families that suffered the experiences associated with the hospitalization of the wife and mother for mental illness. A description and analysis of representative experiences is presented here in an attempt to investigate various key issues--the patterns of family living preceding the crisis leading to medical hospitalization; how the patterns fell apart; how personal and family crises became psychiatric emergencies; how the hospital experiences modified both the immediate crises and the earlier patterns of living--and how durable those changes were once the patients had returned home.
