Despite an increasing recognition of the importance of a conducive and aligned public procurement policy and regulatory frameworks for the implementation of public food procurement initiatives that target smallholder farmers, very little has been said about how such an alignment can be achieved, or about the various tools and legal mechanisms that can be used to do this. Sustainable Public Food Procurement (PFP) represents a key game changer for food systems transformation. It can influence both food consumption and food production patterns. This document is aimed at presenting the systematization of the sustainable schools model pilot implementation in Belize, within the framework of Mesoamerica Hunger Free AMEXCID-FAO programme, and it describes the implementation process of the pilot project, from its beginning in early 2016 to November 2018. The document includes a critical analysis of the implementation of the six components of the sustainable schools model, focusing on its process, challenges, results, as well as on the lessons learned and best practices identified. It also includes recommendations for scaling-up the sustainable schools model and for the improvement and strengthening of the national school feeding program in the country. The goals of the 2030 Agenda for Sustainable Development that are related to food security and nutrition will not be achieved as long as, in some territories in Latin America and the Caribbean, populations continue to live with malnutrition rates. Economic opportunities in these areas are often limited, public services are scant, and exposure to severe climate events is high. The public policies promoted in the region have had less impact in these historically lagging territories, and there is a pressing need to produce a new agenda of public instruments that address the characteristics of the communities that inhabit them. The full and sustainable development of the territories that are falling behind is not only an obligation in terms of the realization of the rights of their inhabitants; it would also allow these territories to activate their social, economic, environmental and cultural potential, to the benefit of all societies.It is hoped that the 2020 Regional Overview will help to highlight the challenges experienced by the territories with the worst indicators in terms of food and nutrition, and that it will serve to mobilize political commitment and public attention towards those areas that are most highly laggingThe year 2020 will be remembered for many decades as the year of the COVID-19 pandemic. The indicators of the 2030 Agenda that are used in this publication do not yet show the different impacts of COVID-19. However, there are references to the possible implications of the pandemic for the future.

This review provides a snapshot of the state-of-art of School Feeding Programmes in 14 of the 15 CARICOM Member States. It provides an overview of the different models of school feeding programmes that currently exist in the Caribbean, challenges faced and recommendations for improvement. Among the aspects evaluated include: the governance structure, nutritional quality of meal served, linkages with small farmers for the procurement of products used in the meals, involvement of children in school gardens related activities, etc. The document includes a case study for each of the participating countries (namely Antigua and Barbuda, Bahamas, Barbados, Belize, Dominica, Grenada, Guyana, Haiti, Jamaica, St. Kitts and Nevis, St. Lucia, St. Vincent and the Grenadines, Suriname and Trinidad and Tobago). For each of these countries, an Annual Net Benefit Analysis was conducted, using information collected in 2017. The aim is that the document can provide preliminary information and recommendations that can be relevant for governments, public organizations, donors, opinion leaders, private sectors, and others toward strengthening school feeding programmes in the Caribbean. It was developed with the support of the University of the West Indies and the Caribbean Agro-Economic Society under the leadership of Prof. Carlisle Pemberton and Dr. Hazel Paterson-Andrews.
