Financial inclusion through microfinance has become a powerful force in improving the living conditions of poor farmers, rural non-farm enterprises and other vulnerable groups. In its unique ability to link the existing extensive network of India’s rural bank branches with the Self Help Groups (SHG), the National Bank of Agriculture and Rural Development (NABARD) has covered up to 97 million poor households by March 2010 under its Self Help Group Bank Linkage Programme. Policy-makers have proclaimed SHGs as ‘‘the most potent initiative ... for delivering financial services to the poor in a sustainable manner." This book presents a comprehensive scientific assessment of the impact of the Self Help Group Bank Linkage Programme (SBLP) on the member households. The book discusses wide-ranging topics, including the rural financial sector in India, the history and structure of the SBLP, the impact methodologies, the economic and social impact of microfinance, its role in building assets while reducing poverty and vulnerability, the role of women and their empowerment, training and accumulation of human capital and policy implications of lessons learned. The empirical results show that vulnerability of the more mature SHG members declines significantly. Vulnerability also falls for villages with better infrastructure and for SHGs that are formed by NGOs and linked by banks. The results strongly demonstrate that on average, there is a significant increase in the empowerment of the female participants. The economic impact of SBLP is found to be the most empowering. Greater autonomy and changes in social attitudes also lead to female empowerment. The investigation further reveals that training (especially business training) has a definite positive impact on assets but not on income. The impact of training can be improved through better infrastructure (as in paved roads), linkage model type, and the training organiser. Bridging the gap in the existing literature and between academics and practitioners, this book moves beyond the usual theoretical issues in the impact assessment literature and draws on new developments in methodology. It will be of interest to academics, development practitioners and students of economics, political science, sociology, public policy and development studies.

Social protection is an increasingly important part of the social policy dialogue in Africa, and yet because of its relatively new place in a rapidly evolving agenda, evidence on critical design choices such as targeting, and on impacts of social protection interventions, is mostly limited to case studies or small, unrepresentative surveys. This impressive collection makes a major contribution to building the evidence base, drawing on rigorous analysis of social protection programmes in several African countries, as well as original research and thinking on key topical issues in the social protection discourse. Social Protection for Africa’s Children is divided into four parts. The first presents economic and human-rights based right arguments for social protection as an integral part of the social policy menu in Africa. This is followed by a part on targeting, which highlights some of the key policy trade-offs faced when deciding between alternative target groups. The third part presents rigorous quantitative evidence on the impact of social cash transfers on children from programmes in South Africa, Malawi and Ethiopia and the final part addresses a set of issues related to social justice and human rights. This book significantly advances existing knowledge about social protection for children in Africa, both conceptually and empirically. Energy, Bio Fuels and Development evaluates the experience of Brazil, with elements of that of the US highlighted for the purpose of comparison. A key area of concern surrounds the causes and consequences of the contrasting routes to biofuel production represented by sugar cane (in Brazil) and corn (in the US). The book also places the recent biofuels drive in perspective by discussing the broader energy policy context. The book shows the complexity and interdependence of the issues involved in moving a society reliant on non-renewable energy sources to one based on alternative sources of energy. The key conclusion to emerge is that Brazil, in pursuing a flexible mix of fossil fuels and bio-fuels, has greatly diminished its exposure to exogenous energy shocks. The US experience – in particular its development of corn-based ethanol – has been more problematic, though by no means without successes. It is argued that bio fuels should not be seen as a panacea. There are clear limits to the efficiency and cost effectiveness of current biofuel production technologies while there remain concerns surrounding potentially adverse effects on food production and rural livelihoods. This book should be an excellent resource for students focussing on economic development, particularly in the areas of energy, biofuels, rural development and food supply.

Developmental Macroeconomics: Access to Demand, the Exchange Rate and Growth offers a new approach to development economics and macroeconomics. It is a Keynesian-structuralist approach to economics applied to middle income countries that emphasizes the strategic role of demand in creating investment opportunities that are essential to economic development. It also explores crucial links between short-term full employment and financial stability with medium term growth. While this book emphasizes the central role played by the exchange rate it does not ignore other macroeconomic prices (the interest rate, the inflation rate and the profit rate). It develops a group of concepts and models and blends them together in the model of the tendency to the cyclical overvaluation of the exchange rate in developing countries. According to this model, the exchange rate tends to be chronically overvalued. In so far that this is true the exchange rate ceases to be just a short-term problem to be treated by macroeconomics and becomes central to development economics and should be crucially oriented to manage the exchange rate and keep it competitive at the industrial equilibrium level. The book closes with the presentation of new developmentalism – a national development strategy based on the system of models previously discussed that is both an alternative to old national-developmentalism and to liberal orthodoxy or the Washington consensus.
