At a time when uneven power dynamics are high on development actors’ agenda, this book will be an important contribution to researchers and practitioners working on innovation in development and civil society. While there is much discussion of localization, decolonization and ‘shifting power’ in civil society collaborations in development, the debate thus far centers on the aid system. This book directs attention to CSOs as drivers of development in various contexts that we refer to as the Global South. This book take a transformative stance, reimagining roles, relations and processes. It does so from five complementary angles: (1) Southern CSOs reclaiming the lead, 2) displacement of the North–South dyad, (3) Southern-centred questions, (4) new roles for Northern actors, and (5) new starting points for collaboration. The book relativizes international collaboration, asking INGOs, Northern CSOs, and their donors to follow Southern CSOs’ leads, recognizing their contextually geared perspectives, agendas, resources, capacities, and ways of working. Based in 19 empirically grounded chapters, the book also offers an agenda for further research, design, and experimentation. Emphasizing the need to ‘Start from the South’ this book thus re-imagines and re-centers Civil Society collaborations in development, offering Southern-centred ways of understanding and developing relations, roles, and processes, in theory and practice. The United States contributes more foreign aid than any other state in the world, and it is often recognized as a leader in engaging religious organizations in aid delivery. Faith in Foreign Aid is the first book to closely examine how the relationship between religious organizations and USAID plays out in practice. Faith in Foreign Aid relies on an original dataset to trace faith-based funding patterns in US foreign aid from 2001 to 2021. The findings show that despite America’s push to engage religious organizations in aid, the total number of religious organizations it funds is relatively low, especially when compared with the number of USAID’s secular partners. These faith-based organizations (FBOs) also represent the minority of US-based development FBOs broadly. Relying on extensive original survey and interview data, the book suggests that many religious organizations are deterred from applying for public funding because they perceive the government as biased against them, or fear their religious mission might be challenged. In addition to investigating why some FBOs eschew government funds, the book also examines why some FBOs choose to partner with USAID and what this relationship can look like. Faith in Foreign Aid highlights the voices and experiences of FBOs, showing a way for more effective engagement between religious organizations and government actors. The book will be of interest to researchers across public policy, development, religion, and political science, as well as to practitioners at USAID and development organizations.

The evidence presented in this book suggests that when the necessary conditions for disaster risk reduction (DRR) are in place, it is possible for elected officials to pursue DRR policies in their rational self-interest. As such, when the media makes it possible through lesson-drawing coverage of distant disasters, DRR policies become much more likely in observing communities because elected officials can seize the opportunity to both make political gains and protect their constituents. Authors Thomas Jamieson and Douglas A. Van Belle provide reasons for optimism about the prospect of DRR in at-risk communities around the world—observing communities are able to learn from the experiences of stricken areas and pursue policies that ultimately save lives and reduce economic damage from disasters. In That Could Be Us, Jamieson and Van Belle find that the news media delivers information to observing communities in a form that enables learning from other disasters. Experimental evidence shows that people react to this information in a way that would punish leaders who do not back DRR efforts. Case studies, interviews, experiments, and illustrative examples suggest that leaders and political entrepreneurs heed this public demand, react to news media coverage, and act accordingly. Taken as a whole, this suggests that the policy and research implications derived from this book’s theoretical model are worthy of further exploration, particularly in terms of how they might resolve the puzzle presented by the variations in DRR policy uptake around the world that do not seem to be driven by developmental differences across communities.
