Ideas are in each case instruments which reveal external things, and not mixed modes arbitrarily created. Locke sometimes used the religious sanction for morality in a way which, as will be shown in the next chapter, involved a break with his rationalistic ethics; that is, he made moral rules follow from God's arbitrary commands with rewards and punishments attached thereto. But there was no need for departing from the rationalistic position just because the idea of God was introduced. And he often utilized the idea of God, as he used the ideas of man, labor, equality, etc., simply as part of the material upon which reason is to operate. Reason cannot properly understand the relationships between objects, and consequently the true nature of morality, without taking into account the greatest and most powerful being in the world. Antonia Lolordo presents an original interpretation of John Locke's conception of moral agency—one that has implications both for his metaphysics and for the foundations of his political theory. Locke denies that species boundaries exist independently of human convention, holds that the human mind may be either an immaterial substance or a material one to which God has superadded the power of thought, and insists that animals possess the ability to perceive, will, and even reason—indeed, in some cases to reason better than humans. Thus, he eliminates any sharp distinction between humans and the rest of the animal kingdom. However, in his ethical and political work Locke assumes that there is a sharp distinction between moral agents and other beings. He thus needs to be able to delineate the set of moral agents precisely, without relying on the sort of metaphysical and physical facts his predecessors appealed to. Lolordo argues that for Locke, to be a moral agent is simply to be free, rational, and a person. Interpreting the Lockean metaphysics of moral agency in this way helps us to understand both Locke's over-arching philosophical project and the details of his accounts of liberty, personhood, and rationality.

In more than a dozen provocative essays, many appearing in print for the first time, Zuckert explores the complexity of Locke's engagement with his philosophical and theological predecessors, his profound influence on later liberal thinkers, and his amazing success in transforming the political understanding of the Anglo-American world. At the same time, he also demonstrates Locke's continuing relevance in current debates involving such prominent thinkers as Rawls and MacIntyre. Zuckert's careful reconsideration of Locke's role as "launcher" of liberalism involves a sustained engagement with the hermeneutical issues surrounding Locke, an innovator who faced special rhetorical needs in addressing his contemporaries and the future. It also involves highlighting the novelty of Locke's position by examining his stance toward the philosophical and religious traditions in place when he wrote.
