Isolated individuals using firearms with high-capacity magazines are committing brutally efficient killings with the aim of terrorizing others, yet there is little consensus on what connects these crimes and the motivations behind them. In The Age of Lone Wolf Terrorism, terrorism experts Mark S. Hamm and Ramón Spaaij combine criminological theory with empirical and ethnographic research to map the pathways of lone-wolf radicalization, helping with the identification of suspected behaviors and recognizing patterns of indoctrination. Despite the rise in the number of attacks by lone-wolf terrorists, the lone-wolf threat has largely been neglected by academic researchers and counterterrorism practitioners. The nature of the lone-wolf terrorist has introduced new challenges to law enforcement and counter terrorism unlike the more discussed problems of international group terrorism. This book suggests, however, that policies created to help deter group terrorism could be useful in detecting and deterring lone-wolf terrorists. The existing policy framework for group terrorism deterrence may have great utility in the fight against lone wolves, but policy use and effectiveness requires a careful examination of the characteristics unique to lone-wolf terrorism to ensure that the deterrence policies match. This book uses the comparative method and examines three case studies of lone-wolf terrorism from the United States and Europe: the Fort Hood shooter of 2009 (Major Nidal Hasan), the Boston Marathon bombers, and Anders Behring Breivik of Norway. By examining the unique circumstances of each case, this book determines what policies were and were not effective and in need of adaption to deter the threat of lone-wolf terrorism.

Terrorist attacks perpetrated by lone actors have already occurred in several countries, and this phenomenon is emerging as a threat to the security of both NATO members and other countries worldwide. In this context, a lone actor, or 'lone wolf’, is someone who individually prepares or commits violent acts in support of an ideology, group or movement, but who is acting outside of the command structure and without the assistance of any group. Up to now, these individual acts have been seen as almost impossible to forecast, but it is nevertheless important to develop a responsible security policy which takes them into account and incorporates planning for counteraction, prevention and response. This book presents papers, written by leading experts in the field, which reflect the subjects presented at the workshop 'Loan Actors – An Emerging Security Threat', part of the NATO Science for Peace and Security Programme, held in Jerusalem in November 2014. Trends over the past decades show that Lone Wolf (LW) terrorism is on the rise around the world. To reach a deeper understanding of this phenomenon and its possible future trajectory, the authors of this book conducted a world wide study involving experts in security and related fields to investigate the drivers of this phenomenon and its potential course. Results were further discussed in international workshops in Italy and Israel. This book is largely based on the outcomes of this research.One conclusion was that future weapons available to Lone Wolves may be classed as weapons of mass destruction; another conclusion was that means of pre-detection could become much precise and effective. We believe that a new kind of arms race is developing. On one hand, is the possibility of increasingly destructive weapons falling into the wrong hands, and on the other, the development of new methods of surveillance and pinpointing individuals with malintent. Will the methods of detection be adequate and timely enough to avoid catastrophe? It is often said that one of the major purposes of futures research of the sort presented in this book is to provide lead-time to decision makers and the decision process. In the case of lone wolves we have some lead-time. We hope it will be used to reduce the threat we see in front of us. The book includes 200 pages and is based on informed speculation by experts and the results of detailed research about chances for lone wolf terror escalation and prevention. It describes some future weapons and means of detection. It explores the changIng role of cyber crime and the role of the Internet and reviews some approaches to follow if people with malintent are detected. It discusses the global legal and ethical situation. Finally, it offers some suggested policies that seem to reduce the chances for large scale catastrophe. It includes reference to over 100 cases of successful or thwarted attacks. Albert Einstein is supposed to have said, "The world will not be destroyed by those who do evil, but by those who watch and do nothing." We hope we have done something with this book.
