Results of the review suggest that basic flight skills can be retained fairly well for extended periods of non-flying, but some decrement of concern does occur, particularly for instrument and procedural skills. Retraining of basic flying skills is judged not to be a major USAF problem, and much of the proficiency maintenance/retraining requirements can be met through the use of training devices and simulators. The review suggests, however, that little is known about the retention, maintenance, and retraining of higher level pilot skills that characterize the professional USAF pilot in tactical units. It is retention and retraining of these higher level skills that is the major concern in establishing manpower management policies with reference to USAF rated supplement pilots. Literature dealing with the nature of these higher level pilot skills is discussed. Conclusions are drawn with reference to flight skills maintenance and retraining, and with reference to management of the rated force. It is concluded that the general state of knowledge is inadequate to USAF current and future needs and that a better base of data on which to develop policies is needed.

In support of USAF Saber Wings II study, a survey of the state of behavioral science knowledge with reference to long-term retention of flying skills was conducted. Various literature sources were surveyed, as well as selected agencies and knowledgeable individuals. Abstracts or annotated references are presented for 120 references. Literature is grouped as: flight skill retention studies; non-flight skill retention studies; miscellaneous aviation studies; and literature reviews and references. Abstract length varies from three pages to a single paragraph. An additional 80 references are given as reviewed, but not pertinent.

A. INTRODUCTION AND BACKGROUNDl,2 This report reviews and interprets research on the nature and magnitude of the effects of those factors which influence how well knowledge and skills (K&S) are retained over relatively long periods of nonuse. Our interest lies in the kinds of knowledge domains and skills that military personnel must master to function effectively on their jobs. The practical concern impelling this study is that K&S degradation or loss (which we will refer to as "decay") can and does occur, often and severely enough, to jeopardize military preparedness. There are occasions in all the military services when personnel who have just completed their training do not receive an opportunity to practice or use their new capabilities for weeks or months. In the case of reservists who may be called back to active duty, the period of nonuse of relevant military job skills may be counted in terms of years. B. OBJECTIVES The overall objective is to critically analyze the relevant scientific literature which relates the processes involved in learning to those of memory, taking into account the characteristics of the learner and the learning tasks. More specifically, we have focused on the following sub-objectives: 1. The ability to retain a learned skill or habit over extended time periods is a problem which has, as yet, not been too thoroughly explored. Reviewing those articles which seem to relate either directly or peripherally to long-term retention of learned motor behavior indicates that the number of variables of possible importance is quite large, and that in general only limited research has been conducted with any one of these given variables. The variables appear to fall into four general classes: those dealing with the type of task, those concerned with learning parameters, those concerned with retention interval parameters, and those concerned with recall parameters. Research under each category is reviewed and commented on, and suggestions are made that certain variables (such as task "organization" and the scoring method used) should be concerned as key variables in any research program dealing with the long-term retention of skills.

"This report reviews what is known about forgetting as it applies to military tasks. It includes research conducted by the Army Research Institute as well as related work performed by the Air Force and Navy and leading academic institutions. The report distinguishes the memory for knowledge and skill related to procedural tasks, cognitive tasks, and perceptual-motor tasks. Memory for task knowledge has been demonstrated to be quite good. Memory for cognitive skills has been demonstrated to be quite good. Memory for psychomotor skills varies, depending on whether the task is continuous, such as riding a bicycle, or discrete, such as executing the separate performance steps involved in disassembling a rifle. Throughout the report, figures depict the relative sustainment or decay of a skill as reported in the research literature. A final section concerns the factors that influence the reacquisition of a skill after extended periods of nonuse, as might occur during a mobilization."--DTIC.
