American territorial borders have undergone significant and unparalleled changes in the last decade. They serve as a powerful and emotionally charged locus for American national identity that correlates with the historical idea of the frontier. But the concept of the frontier, so central to American identity throughout modern history, has all but disappeared in contemporary representation while the border has served to uncomfortably fill the void left in the spatial imagination of American culture. Recognizing European cross-border cooperation as a complex multilevel governance shaped by both bottom-up and top-down processes, and viewing recent border-regional strategies as a catalyst for decentralizing cross-border relations in French-German border regions, this book examines municipal actors’ perspectives in the “Greater Region”, specifically the département Moselle and the German Saarland. Bridging governance and border studies by adopting a lens of “borderlands of governance”, it studies the contributions of intermunicipal cross-border governance to processes of bordering and “place-making” and to systems of multilevel cross-border governance. Border culture emerges through the intersection and engagement of imagination, affinity and identity. It is evident wherever boundaries separate or sort people and their goods, ideas or other belongings. It is the vessel of engagement between countries and peoples—assuming many forms, exuding a variety of expressions, changing shapes—but border culture does not disappear once it is developed, and it may be visualized as a thread that runs throughout the process of globalization. Border culture is conveyed in imaginaries and productions that are linked to borderland identities constructed in the borderlands. These identities underlie the enforcement of control and resistance to power that also comprise border cultures. Steffen Mau shows that this view is misleading: borders are not getting more permeable today, but rather are being turned into powerful sorting machines. Supported by digitalization, they have been upgraded to smart borders, and border control has expanded spatially on a massive scale. Mau shows how the new sorting machines create mobility and immobility at the same time: for some travellers, borders open readily, but for others they are closed more firmly than ever. While a small circle of privileged people can travel almost anywhere today, the vast majority of the world’s population continues to be systematically excluded. Nowhere is the Janus nature of globalization more evident than at the borders of the 21st century.
