La política de descentralización en México fue instrumentada hace más de tres décadas. El proyecto tuvo múltiples propósitos. Entre los más trascendentes se consideran: aliviar el déficit fiscal del gobierno federal, y completar el sueño federalista de tener gobiernos municipales con la capacidad de aportar a la calidad de vida cotidiana de sus habitantes. La autonomía municipal fue enunciada desde la constitución mexicana de 1917. Sin embargo, ésta se concretó varias décadas después, hasta alcanzar la formalidad en el año 1999. Fue entonces cuando se reconoció a los gobiernos municipales como el tercer orden de gobierno de la federación. Aun así, la descentralización municipal no transformó sustancialmente el modelo federal, pues continuó siendo un federalismo dual centralizado, donde cada orden de gobierno tiene atribuciones muy específicas, excluyentes, y predominan las atribuciones para el gobierno federal. En 1983 dio inicio la descentralización enfocada en los municipios; aunada al ascenso de la democracia, ambas se convirtieron en dos fuerzas para los gobiernos locales y sus procesos de gobernabilidad. En suma, como señala Pardo (2006), “la descentralización se concibe como una herramienta que permite hacer frente de una manera distinta [a] la acción pública” (p. 115). Después de tres décadas, el saldo de la descentralización municipal (para algunas instituciones como el IMCO1), es pobre en la medida que los gobiernos municipales no tienen buen desempeño; hay mala coordinación intermunicipal; existen grandes déficit de servicios públicos; hay problemas de inseguridad severos; y además, un manejo financiero ineficiente.

El panorama que enfrentan los pueblos originarios se presenta como una trasformación o aniquilación de su cultura, ante procesos como desarrollo, megaproyecto, rentabilidad y privatización, entre otros, inherentes al capitalismo. Frente a esta situación existe la palabra tácita y revolucionaria del proyecto neozapatista a través del Ejército Zapatista de Liberación Nacional (EZLN), quien, a la fecha (2020), articula el pensamiento indígena maya en su expresión tojolabal, mam, tzeltal, chol, tzotzil, zoque y mestizo. Proyecto político que, sin duda, ha sido un referente en distintas partes del continente americano y del mundo, desde donde se observa la lucha del sureste de México como uno de los tantos caminos que se pueden recorrer, a fin de reconstruir y hacer desde «otro sentipensar» la política y la vida en comunidad. El EZLN ha realizado distintos llamados al pueblo mexicano y al mundo, a la solidaridad y a que esas «otras formas» de hacer política sean una semilla que germine en la diversidad geográfica planetaria. Desde esta perspectiva, adquiere singular importancia reconocer al doctor Carlos Humberto Durand Alcántara, como individuo, académico, militante, ciudadano, asesor y participante en los andamios de las genealogías y las luchas de los pueblos originarios. Pues, así como ese «drone subterráneo», él también es actor y sujeto de los hechos históricos, que van librando los pueblos originarios en la geografía mexicana, haciendo eco de ellos a nivel internacional por su renombre académico, y como especialista en ramas como Derecho agrario, Sociología rural y Antropología, es decir, todo ello lo construye a partir del carácter transdisciplinario que guarda, y en donde podemos encontrar a una persona polifacética, en virtud de sus trabajos de campo e investigaciones. La primera parte de este libro comprende una serie de análisis que buscan ofrecer una respuesta a la realidad indígena-originaria, nacida en Chiapas, México, con el Ejército Zapatista de Liberación Nacional (EZLN) y de cuyos acontecimientos el autor fue testigo, dado que formó parte del Cuerpo de Asesores del Comité Clandestino Indígena Revolucionario del EZLN. La segunda parte del libro, entre otros aspectos, nos invita a reflexionar en torno al concepto de «otredad», el cual se erige como eje social y político en un contexto neoliberal. Aquí, los pueblos originarios, ubicados en la subalternidad, son entendidos por medio del análisis gramsciano. Diversas resistencias y concepciones del mundo, en su actuar prolongado, que no ha dejado de pronunciarse dentro del sistema capitalista y sus distintas vertientes, en una lucha que no acaba entre opresores y oprimidos, sino que es, en síntesis, el continuum de la historia, concepto a contracorriente del discontinuum que provocan los vencedores, y que es, además, el eje principal del pensamiento del filósofo Walter Benjamin.

The Neo-Indians is a rich ethnographic study of the emergence of the neo-Indian movement—a new form of Indian identity based on largely reinvented pre-colonial cultures and comprising a diverse group of people attempting to re-create purified pre-colonial indigenous beliefs and ritual practices without the contaminating influences of modern society. There is no full-time neo-Indian. Both indigenous and non-indigenous practitioners assume Indian identities only when deemed spiritually significant. In their daily lives, they are average members of modern society, dressing in Western clothing, working at middle-class jobs, and retaining their traditional religious identities. As a result of this part-time status the neo-Indians are often overlooked as a subject of study, making this book the first anthropological analysis of the movement. Galinier and Molinié present and analyze four decades of ethnographic research focusing on Mexico and Peru, the two major areas of the movement’s genesis. They examine the use of public space, describe the neo-Indian ceremonies, provide analysis of the ceremonies’ symbolism, and explore the close relationship between the neo-Indian religion and tourism. The Neo-Indians will be of great interest to ethnographers, anthropologists, and scholars of Latin American history, religion, and cultural studies.

Throughout Latin America, indigenous peoples are responding to state violence and pro-democracy social movements by asserting their rights to a greater measure of cultural autonomy and self-determination. This volume's rich case studies of movements in Colombia, Guatemala, and Brazil weigh the degree of success achieved by indigenous leaders in influencing national agendas when governments display highly ambivalent attitudes about strengthening ethnic diversity. The contributors to this volume are leading anthropologists and indigenous activists from the United States and Latin America. They address the double binds of indigenous organizing and "working within the system" as well as the flexibility of political tactics used to achieve cultural goals outside the scope of state politics. The contributors answer questions about who speaks for indigenous communities, how indigenous movements relate to the popular left, and how conflicts between the national indigenous leadership and local communities play out in specific cultural and political contexts.
