China is the fastest growing economy in the world and by 2030 could account for half of the world's CO2 emissions. It has recently set out ambitious plans to reduce the carbon intensity of its economy, boost green energy, draft a new climate law and introduce carbon trading. MPs say that this is the ideal time for the UK to work together with China; both to prepare the ground for a future international agreement and to secure potential opportunities for British businesses in China's burgeoning markets for low-carbon technologies (currently worth around £430 billion). The report warns, however, that the Government's work in China suffers from a lack of strategic direction. There are too many small projects, focused on too many different areas, rather than a coordinated effort to achieve key objectives tailored to appeal to Chinese priorities and which build on UK strengths. For policy, this means a focus on carbon pricing and accounting, where the UK has experience to offer. In the business area this mean identifying the potential markets and technologies in which the UK could have a comparative advantage. One area in which the UK could establish a comparative advantage with the right Government support is carbon, capture and storage (CCS) technology which could be a substantial export earner if the UK is able to develop CCS expertise early. The UK's ability to influence policy in China and to compete for business in low-carbon development depends on the reputation of the UK as a credible leader

Buchmann analyses the work of UK, German, Danish and Swedish embassies in the USA and China on climate change in the late 2000s and early 2010s. She relates which coalitions and narratives embassies sought to develop to convince China and the United States that a more progressive climate policy was possible, to achieve gains supporting an agreement under the UNFCCC. This book shows that a key interpretation of climate diplomacy was selling/trade: Europe selling technology “solutions” to solve climate change. In this narrative, Europe has already done what needs to be done and outsourcing of production to China e.g. is ignored. In the USA, embassies entered coalitions with states, faith groups and the military, arguing that a more progressive climate policy was mandated by either God or security concerns. State politicians, including Democrats, often actually didn’t implement any climate policies. Any gains were reversed through climate denial lobbying funded by corporations. Embassies did not address this.

Technological revolutions have increased the world’s wealth unevenly and in ways that have accelerated climate change. This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.

China’s national carbon market, the world’s largest emissions trading scheme (ETS), kicked off its first online trade recently. This can be called a milestone for the country towards the nation’s goals of having CO2 emissions peak before 2030 and achieving carbon neutrality by 2060. China’s national ETS initially covers the power sector, before being expanded to a much broader set of energy-intensive industries. On one hand, the electricity sector, the largest carbon-emitting industry, is responsible for about 40% of China’s emissions, and it has great significance to response to global climate change. On the other hand, the effectiveness of China’s ETS will rest on how well it is coordinated with power market regulations and policies.
