This book studies the experience of twelve countries that have broken through the limits that low incomes so often impose on human survival: China, Costa Rica, Cuba, Jamaica, Japan, Korea, Mexico, Oman, Panama, the former Soviet Union, Sri Lanka, and Venezuela. Most made impressive gains in life expectancy in the decades after 1920, and by 1960 nearly matched the rich countries in survival. James C. Riley finds that all of these countries enjoyed significant social growth, all invested in public health, and all gained the people's participation in the effort to improve their own lives and health. This innovative analysis suggests an alternative model of growth in which the measure of a nation's success is not its per capita income but the life expectancy of its population.

This title was first published in 2000: The Nordic Council and the Nordic Council of Ministers decided in 1994 to initiate and finance a comparative study to understand better the structure and development of poverty in five Nordic countries, (Denmark, Finland, Iceland, Norway and Sweden). The main question posed is how the number of people living with low incomes has changed over time and what characterizes such households.? Since no official poverty line has been defined in the Nordic countries, the comparative study examines a set of different definitions of poverty and analyzes the change in poverty rates and poverty composition in light of those different definitions.

How will low-income communities be affected by the waves of social, economic, political, and cultural change that surround the new information technologies? How can we influence the outcome? This action-oriented book identifies the key issues, explores the evidence, and suggests some answers. Avoiding both utopianism and despair, the book presents the voices of technology enthusiasts and skeptics, as well as social activists. The book is organized into three parts. Part I examines the issues in their socio-technical, economic, and historical contexts. Part II--the core of the book--proposes five initiatives for using computers and electronic communications to benefit low-income urban communities: - to provide access to the new technologies in ways that enable low-income people to become active producers rather than passive users;- to use the new technologies to improve the dialogue between public agencies and low-income neighborhoods;- to help low-income youth to exploit the entrepreneurial potential of information technologies;- to develop approaches to education that take advantage of the educational capabilities of the computer;- to promote the community computer: applications of computers and communications technology that foster community development. Part III presents a synthesis of the various topics. Its main questions are, What are the prospects and problems of initiatives to enable the poor to benefit from the new technologies? and What federal, state, and municipal policies would enhance the prospects for success? Contributors Alice Amsden, Jeanne Bamberger, Anne Beamish, Manuel Castells, Joseph Ferreira, Peter Hall, Leo Marx, William J. Mitchell, Mitchel Resnick, Bish Sanyal, Donald A. This study was commissioned to review farm income support policy with a view to targeting resources at low income farm households. It sets out to analyze trends in farm household income, in particular, the nature and extent of low income farm households. It also aims to assess the factors underlying the emergence of the low income farm households and the effectiveness of farm income and general welfare policies in countering the lack of viability of the sector. In addition, it aims to outline possible reforms which would target public resources towards low income farm households, in light of Agenda 2000, the National Anti-Poverty Strategy, the Rural Development White Paper and other relevant policy initiatives.
