Civil Society in the Middle East analyzes the impact of repression on civil society activism in the Middle East through analyzing the cases of Egypt and Jordan. Sika argues that authoritarian regimes' repressive strategies toward civil society actors vary depending on recent historical experience with regime breakdown and/or continuity. Authoritarian regimes that go through breakdown and that transition from one autocratic rule to another increase repression against all civil society actors in an effort to pre-empt large-scale mobilization. This instils fear into civil society actors, who as a result either disengage from civic and political activism or turn to different forms of participation, such as social entrepreneurship. On the other hand, long-standing authoritarian regimes that have not faced breakdown utilize targeted repression and co-optation strategies while tolerating civic and political activism, as well as some forms of contentious activities. Civil society actors in these regimes are able to grasp political opportunities to mobilize for demonstrations at certain times and in certain spaces, and to develop coalition partnerships to push the regime to advance some reforms and change.

Smuggling is typically thought of as furtive and hidden, taking place under the radar and beyond the reach of the state. But in many cases, governments tacitly permit illicit cross-border commerce, or even devise informal arrangements to regulate it. Drawing on extensive fieldwork in the borderlands of Tunisia and Morocco, Max Gallien explains why states have long tolerated illegal trade across their borders and develops new ways to understand the political economy of smuggling. This book examines the rules and agreements that govern smuggling in North Africa, tracing the involvement of states in these practices and their consequences for borderland communities. Gallien demonstrates that, contrary to common assumptions about the effects of informal economies, smuggling can promote both state and social stability. States not only turn a blind eye to smuggling, they rely on it to secure political acquiescence and maintain order, because it provides income for otherwise neglected border communities. More recently, however, the securitization of borders, wars, political change, and the pandemic have put these arrangements under pressure. Gallien explores the renegotiation of the role of smuggling, showing how stability turns into vulnerability and why some groups have been able to thrive while others have been pushed further to the margins. With both rich empirical detail and novel theoretical contributions, Smugglers and States offers important insights into security and stability in North Africa and the prospects for economic inclusion in a context where many livelihoods exist outside of the law.

What does local self-government look like in the absence of sovereignty? From the beginning of its occupation of the West Bank in 1967, Israel has experimented with different forms of rule. Since the 1990s, it has delegated certain governing responsibilities to the Palestinian Authority (PA), an organization that, Israel hoped, would act as a buffer between the military occupation and the Palestinian population. Through a historically informed, empirically nuanced analysis of towns and cities across the West Bank, Diana B. Greenwald offers a new theory of local government under indirect rule—a strategy that is often associated with imperial powers of the past but persists in settings of colonialism and state-building today. Grounded in fine-grained data on municipal governance under occupation as well as interviews with Palestinian mayors, council members, staff, activists, and political elites, this book traces how the Israel-PA regime has influenced the constraints and incentives of Palestinians serving in local government. Mayors in the Middle demonstrates that both the indirect rule system itself—as embodied in local policing arrangements—and the political affiliation of Palestinian mayors shape how politicians will govern. This variation, Greenwald argues, depends in part on whether local Palestinian governments are perceived as intermediaries within or opponents of the regime. Although Palestine is often treated as exceptional, Greenwald draws illustrative parallels with British colonial India and South Africa’s apartheid regime. After Algeria’s president Abdelaziz Bouteflika announced his intention to run for a fifth term in early 2019, a popular peaceful uprising erupted calling for change. Bouteflika, who had been in office since 1999, was eventually forced to resign, but the Hirak (“movement”) continued to protest the country’s inequalities and entrenched ruling elite. The Suspended Disaster examines the dynamics of the Algerian political system, offering new insights into the last years of Bouteflika’s rule and the factors that shaped the emergence of an unexpected social movement. Thomas Serres argues that the Algerian ruling coalition developed a mode of government based on the management of a seemingly never-ending crisis, marked by an obsession with security and the ever-present possibility of unrest, violence, and economic collapse. Identifying this form of rule as “governance by catastrophization,” he shows how attempts to preserve the status quo through emergency policies and constant reforms can also lay the groundwork for a revolutionary situation. Serres contrasts the government’s portrayal of perpetually imminent disaster with the uncertainty, precarity, and indignity experienced by much of the population, which fueled the rejection of ruling elites, a profound mistrust toward institutions, and new spaces for grassroots opposition. Durable authoritarian rule often rests on the co-optation of challengers. The conventional story is straightforward: rulers entice opposition groups to “sell out,” offering them benefits if they set aside their antiauthoritarian aspirations and become part of the system. However, co-optation does not always neutralize former adversaries, and even seemingly domesticated opponents can turn on their rulers. Co-optation does weaken opposition—but it is not as simple, reliable, or transactional as existing theories claim. Shouting in a Cage offers new ways to understand co-optation’s power and its limits by examining two co-opted parties, the Wafd Party in Egypt and the Istiqlal Party in Morocco. Sofia Fenner argues that co-optation is less a corrupt bargain than a discursive contest—a clash of competing interpretations. Co-opted parties conjure up imagined futures in which their short-term choices will lead to the realization of their long-term democratic goals. Meanwhile, other actors point to the disconnect between these parties’ antiauthoritarian aspirations and their participation in authoritarian systems. Fenner demonstrates that co-opted parties come to look hypocritical precisely because they refuse to give up their oppositional commitments. Their credibility sapped, they become unappealing allies and, eventually, political afterthoughts. However, such parties retain a surprising capacity for opposition, rooted in the literal and metaphorical idea of “party as family.” Based on extensive archival research and ethnographic fieldwork in North Africa, Shouting in a Cage broadens our understanding of political behavior under authoritarianism.
