Los movimientos, las tensiones y las luces se cruzan en un territorio que revela las derivaciones y las relaciones asimétricas propias del capitalismo minero. Los movimientos están representados por los diversos proyectos e infinitos flujos que se generaron, tales como las circulaciones de materiales, tecnologías y naves que vinieron en busca de guano, cobre y salitre, las mismas que también trajeron y se llevaron personas con sus identidades y memorias étnicas. Del mismo modo, la manifestación de los movimientos obreros y algunas agencias comunitarias, buscaron subvertir ciertas crisis y problemáticas, proyectándose así la tensión de las relaciones desiguales y perjudiciales en una ciudad que produjo y produce con notoriedad técnica y a alta tensión la energía eléctrica – la luz – para la gran minería del cobre y del salitre: sellos mineros que imprimieron en Tocopilla una densa singularidad e identidad tecnológica, socioeconómica y ambiental. Frente a esos movimientos y tensiones sociales heterogéneas de un territorio colonizado, se situó la sociedad tocopillana que sobrellevó, soportó, construyó e intentó deconstruir a través de algunas luces, la oscuridad. Esas luces (justicias, razones y verdades) tuvieron como objetivo hallar los nuevos caminos y las nuevas historias en la tierra humeante de termoeléctricas y puertos, en donde, entre salitre, cobre, guano, carbón y petróleo, se respiró, se trabajó y se resistió en el desierto costero de Atacama. Entre los encuentros y desencuentros, entre los conflictos y las tensiones, sucedieron las salidas, los caminos dispersos y heterogéneos en una ciudad que devino en una especie de periferia estatal, pero articulada con el capitalismo mundial y sus múltiples centros operativos. Tocopilla manifiesta la paradoja tan propia del Desierto de Atacama: es una periferia para el Estado de Chile, pero a su vez ha sido un importante laboratorio para el desarrollo de la minería a través de las inserciones tecnológicas de vanguardia que facilitaron y profundizaron el extractivismo.
