Hoy más personas habitan en países con regímenes democráticos en el mundo que hace cincuenta años, pero desde la segunda década del 2000 estamos asistiendo a una nueva fase de recesión de la democracia liberal a nivel global. Las democracias liberales están más acosadas por los populismos que por las autocracias, más por el declive en el funcionamiento pleno de sus atributos que por rupturas violentas de los “golpes de Estado” clásicos. No se usan balas para sustituir a las democracias, sino leyes para destruir al Estado de derecho. Los líderes populistas tienen mayor probabilidad de debilitar la democracia que de romperla; las pueden convertir en “iliberales”, pero encuentran más límites a la hora de transformarlas en autocracias. Los relevamientos de la opinión pública internacional sugieren que la democracia sigue siendo preferida como forma de gobierno. Las personas han perdido confianza sobre cómo se gobierna en la democracia, pero no están desconectadas con ella; al contrario, se observa mayor participación a través de las protestas públicas y en las redes sociales. Se vota y se reclama. Hay motivos para la preocupación, pero sería desmesurado dramatizar. “Más Bobbio y menos Schmitt” significa, en términos prescriptivos, más democracias participativas y menos democracias plebiscitarias, más mediación política y menos personalismo, más amistad política entre adversarios y menos polarización entre enemigos, más pluralismo y menos unanimidad. “Más despacio, pero juntos” a nivel local representa la necesidad de gobernar para todos, especialmente para los sectores que siguen siendo económicamente postergados o excluidos y para aquellos que son marginados por motivos sociales, culturales, étnicos, religiosos o identitarios. No deberíamos distraernos; la democracia liberal no está funcionando bien con la concepción del Estado mínimo o débil ni con el poder invisible que excluye a la opinión pública del proceso de formación y control de las decisiones políticas. “Más despacio, pero juntos” a nivel internacional encarna el desafío de formar coaliciones políticas en torno a los valores de la democracia liberal para enfrentar a las autocracias. En el fondo lo que está en juego es una batalla por las ideas: abiertas vs. cerradas. Bobbio nos recuerda que la democracia liberal discurre a través del proceso de ensayo y error, de aprendizaje y negociación continua, de autocrítica. Acepta la alternancia en el poder. Respeta el Estado de derecho y al gobierno limitado. Cultiva la empatía, la tolerancia, el diálogo, la deliberación, la persuasión, la búsqueda del consenso. Esquiva la unanimidad, la imposición o la violencia. Es la mejor vía para aspirar al bien común. Más que instrumental, su supremacía es de orden moral.

Hannah Arendt's last philosophical work was an intended three-part project entitled The Life of the Mind. Unfortunately, Arendt lived to complete only the first two parts, Thinking and Willing. Of the third, Judging, only the title page, with epigraphs from Cato and Goethe, was found after her death. As the titles suggest, Arendt conceived of her work as roughly parallel to the three Critiques of Immanuel Kant. In fact, while she began work on The Life of the Mind, Arendt lectured on "Kant's Political Philosophy," using the Critique of Judgment as her main text. The present volume brings Arendt's notes for these lectures together with other of her texts on the topic of judging and provides important clues to the likely direction of Arendt's thinking in this area.
