Inhaltsangabe:Einleitung: Welche Auswirkungen hat das bankeninterne Rating auf mittelständische Unternehmen? Wie ist der aktuelle Vorbereitungsstand im Mittelstand auf das Rating durch die Banken? Welche konkreten Maßnahmen werden im Hinblick auf das anstehende Rating getroffen bzw. welche Maßnahmen sind sinnvoll? Welche Alternativen zum Bankkredit gibt es für den Mittelstand? Auf alle diese Fragen versucht die vorliegende Diplomarbeit Antworten zu geben. Dabei wurde der Fokus der Arbeit bewusst auf den deutschen Mittelstand gelegt, da diese Unternehmensgruppe das Rückgrat der deutschen Wirtschaft bildet und voraussichtlich am stärksten von Basel II und den strukturellen Veränderungen im Bankensektor betroffen sein wird. So sieht sich bereits jetzt, noch vor der Umsetzung von Basel II, der Großteil des deutschen Mittelstandes einer zurückhaltenden Vergabe von Bankkrediten und einer steigenden Forderung nach einer höheren Eigenkapitalquote ausgesetzt. Als im Juni 1999 vom Baseler Ausschuss die neuen Basler Eigenkapitalvereinbarungen (Basel II) veröffentlicht wurden, war der Aufschrei in der deutschen Wirtschaft, besonders im Mittelstand, groß. Infolgedessen hatten Informationsveranstaltungen und Schulungen sowie die Veröffentlichungen von Büchern und Informationsbroschüren zum Thema Basel II Hochkonjunktur. Im Jahr 2005, knapp sechs Jahre später und ein Jahr vor der geplanten Umsetzung von Basel II, hat die Thematik im Mittelstand an Beachtung und Dynamik verloren. Die Auswirkungen auf den Mittelstand haben dagegen nichts an Brisanz und Dynamik eingebüßt. Denn die Kreditinstitute haben bereits damit begonnen, die Bonität der potenziellen Kreditnehmer mittels bankeninterner Ratingverfahren zu überprüfen und die Kreditentscheidung daran zu koppeln. Dies hat zur Folge, dass die meisten Kreditanträge mangels Bonität bereits jetzt abgelehnt werden, und die Betroffenen über die Hintergründe nur unzureichend informiert sind. Im Zuge der Umsetzung von Basel II wird das bankeninterne Rating zum Standardinstrument bei der Bonitätsermittlung. Jedes Unternehmen muss sich folglich bei einem Kreditantrag einem Rating unterziehen, so dass dieses zum kritischen Erfolgsfaktor für die Unternehmensfinanzierung wird. Daher sollte der Mittelstand das bankeninterne Rating nicht nur als zusätzliche Belastung betrachten, sondern vor allem, die damit verbundenen Chancen ergreifen und die Thematik proaktiv angehen. Inhaltsangabe:Abstract: The central problem and resulting question of this thesis was: 'Will Basel II make credits in the Mittelstand more expensive?' In view of the previous analysis on possible capital requirements and changes in credit conditions for German small and medium-sized enterprises, the answer to this question can be adequately answered: On average, Basel II does not make credits in the Mittelstand more expensive. Basel II has an influence on the amount of regulatory capital the banks have to hold. The costs of this scarce factor are included in the risk premium which is part of the borrower s credit rent. Therefore, the credit rent would ceteris paribus be higher if capital requirements rose. However, it has been shown that for about 90% of German companies, capital requirements will even be lower in Basel II. This is because these companies will belong to the retail segment in Basel II where there is a reduction in regulatory capital (compared to the current 8%) up to a high probability of default between 7% and 8%, which would apply to a company in default or bankruptcy. Additionally, capital requirements for small and medium-sized enterprises can be further reduced due to the extended recognition of collaterals. Basel II has introduced types of collaterals that small and medium-sized companies are more often able to deliver, namely account receivables and real estate. It can therefore be concluded that a possible future increase in average credit rent levels for German small and medium-sized enterprises must have other reasons than the banks costs for regulatory capital. Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change.
