The recovery in GDP growth since the global financial crisis has been halting and weak. Concern is widespread that countercyclical policies have run out of space or lack the power to raise growth or deal with the next negative shock. This note argues that room exists for effective policies and that it should be used if appropriate. The most promising route involves a comprehensive, consistent, and coordinated approach to policy making. Comprehensive policy actions within a country exploit synergies, making the whole greater than the sum of parts. Consistent policy frameworks anchor long-term expectations while allowing decisive short- to medium-term accommodation whenever necessary. Coordinated policies across major economies amplify the helpful effects of individual policy actions through positive cross-border spillovers. The findings of this paper indicate that policy coordination adds particular value if the current approach falls short of reviving growth, or in the event of a further downward shock.

Macroeconomic policy involves government action intended to influence the overall operation of the economy and to deal with such important public problems as economic growth, inflation, unemployment, and recession. In this first comprehensive treatment of presidential management of such policy for any presidency, authors James E. Anderson and Jared E. Hazleton focus on four tasks: developing and maintaining an information and decision-making system; coordination of policies in different macroeconomic areas; building support or consent for presidential policies; and administrative leadership. Drawing extensively upon presidential documents and interviews with Johnson administration officials, the authors pay particular attention to fiscal, monetary, wage-price, and international economic (especially balance of payments) policies during Johnson’s terms. The authors use the concept of the subpresidency, as defined by Redford and Blisset in Organizing the Executive Branch: The Johnson Presidency (University of Chicago Press, 1981), to show how Johnson managed the macro-economic institutions of the council of Economic Advisors, the Bureau of the Budget (now the Office of Management and Budget), the Department of the Treasury, and the Federal Reserve Board in pursuit of his economic goals. What emerges is a vivid portrait of an activist president. In evaluating management of macroeconomic policy in the Johnson administration, the authors focus on how presidential policies are developed and adopted rather than on the substance of the policies themselves. They conclude that the Johnson administration competently managed policy development during its presidential years. This book is a volume in the Administrative History of the Johnson Presidency Series sponsored by the LBJ School of Public Affairs at the University of Texas at Austin, the first two volumes of which were published by the University of Chicago Press. Explores short-term measures to cool China's overheated economy and the longer-term priorities for structural reform. This volume reports the proceedings of a conference held in the city of Dalian in northeast China. The conference was conceived as a means of fleshing out China's new guiding principle of a "socialist market economy," under which economic resources are to be allocated by market forces, rather than the government. Specifically, the conference was designed to assess the implications of this new principle for fiscal and monetary policy, industrial and trade policy, and management and ownership of enterprises. By the time of the conference in June 1993, however, these issues had become somewhat urgent. The economy was overheating as a result of poor macroeconomic management, prompting participants to examine a range of short-term measures appropriate for cooling the economy and easing inflationary pressures. The seven papers in this volume are written by leading Chinese economists, with commentaries by leading international China specialists. The papers explore seven key issues in depth: macroeconomic management, monetary policy, fiscal policy, taxation, distribution, industrial policy, and state asset management. The conference concluded with a clear set of policy recommendations for short-term actions to avoid an economic "hard landing," as well as for medium-term structural reforms. The recommendations were consulted by Chinese authorities in preparation of a package of short- term economic measures adopted in July 1993 to slow the economy.

China is in the throes of two transitions: from a command economy to a market-based one and from a rural, agricultural society to an urban, industrial one. So far, both transitions have been spectacularly successful. China is the fastest-growing economy in the world, with per capita incomes more than quadrupling since 1978, achieving in two generations what took other countries centuries. This book provides a historical overview of Chinese economic reform over the past 30 years. From the genesis of the reform to the gradual improvement of the market system, and then to the re-start of the critical stage of the reform, this book includes not only research on the reform process, but also detailed descriptions of the key areas of reform since the Third Plenary Session of the 18th CPC Central Committee. On this basis, the author develops six logics for Chinese economic reform. Firstly, reform is cyclical, moving between rapid advances and deadlock; this calls upon us to re-examine the common view of reform. Secondly, reform is systematic; it cannot succeed without supporting reforms in other fields. Thirdly, the relationship between reform, development and stability should be properly handled. This “trinity” is quite different from the perspective of western mainstream theory, which puts too much emphasis on efficiency. Fourthly, the success of Chinese reform was not achieved by chance. The reform practice is based on the theoretical logic, and also goes beyond the debate between progressive and radical modes. Fifthly, the Top-level Design should be combined with “crossing the river by moving from stone to stone,” i.e., the theoretical basis of reform should be combined with reform practice. Sixthly and lastly, the ongoing reform in China must be understood in the contexts of global competition and reform competition.
