A variety of uncertainties make defense planning a difficult task even under the best of circumstances. The more varied threat environment in the post-Cold War era, the high price of replacing aging weapon systems and other uncertainties make contemporary planning even more problematic. There is a clear need for more and better tools to address the uncertain variables in the planning equation. This study explores such tools, It deals explicitly with two levels of uncertainty. The first level is captured with the method of scenarios (from Peter Schwartz). The second level is the 'usual' variability of economic affairs within each scenario. This second level is captured using standard econometric and simulation methods. The benefit of this approach is mainly insights for planners - primarily into the sources of uncertainty and their effects (as opposed to point estimates). The People's Republic of China (2001- 2021) is offered as an illustrative exercise. Within that case, we address uncertainty among three scenarios for China's economic future, as well as sources of variance within those scenarios.

This note explains the value of strategic foresight and provides implementation advice based on the IMF’s experience with scenario planning and policy gaming. Section II provides an overview of strategic foresight and some of its tools. Scenario planning and policy gaming have been the Fund’s main foresight techniques so far, though other tools have been complementary. Accordingly, section III focuses on the scenario planning by illustrating applications before detailing the methods we have been using, while section IV describes policy gaming including the matrix policy gaming approach with which we have experimented so far. Section V summarizes the key points. In so doing, the note extends an invitation to those in the economics and finance fields (e.g., researchers, policymakers) to incorporate strategic foresight in their analysis and decision making.

The World Conservation Strategy published by the mCN (1980) recognised the full dimensions of these problems, and introduced the concept of sustainable development, placing the emphasis on the exploitation of natural systems and the use of biological natural resources within limits so that the availability of these resources for use by future generations would not be jeopardised by the current use of them. At this time, the imposition of quotas and the definition of critical loads and environmental standards were suggested as the sorts of instruments necessary to cope with the problems of limited availability of environmental resources. Although the mCN publication did not obtain a high international profile, the idea of policy norms to respect critical loads has become quite widely accepted in the environmental policymaking of Western countries. This has often put the policy agencies in difficult situations. Polluting industries are inclined to argue that the critical loads are defined too restrictively. The complexity and time lags of ecological effects makes it hard to say exactly what constitutes a critical load beyond which there will be irreversible damage, and lobbying interests can play on these uncertainties to try and weaken the environmental standards. In addition, polluting industries can use the argument of negative impacts on "the economy" (particularly as regards employment and export prospects) to blackmail governments, regulatory agencies and the general public.
