The general perception of the garment and textile industry in the global South is fueled only by images of dismal labor conditions and unsuitable factories, descriptions of labor clashes with police, and analyses of low wages and exploitative multinational corporations. This book presents an insightful perspective on the garment and textiles industries in Asia by highlighting that an industry fraught with competing concerns can, in fact, collaborate and work together when it is in the interest of both the state and interest groups to do so. This comparative study recognizes the role of both the state and interest groups in the policy making process and argues that they are interlinked and require one another for sustainable reforms. Employing original, in-depth research in three different countries, the study skillfully delves down deep beyond the macro statistics and commonly held images to cast light on some of the significant policy and attitudinal shifts that have occurred in this industry. It demonstrates that even though the struggle continues, it is important to recognize the improvements thus far and to work towards positive change. This book argues that larger flaws in the global supply chain must first be addressed to change the way business is conducted to prevent factory owners from taking deadly risks to meet clients’ demands in the garment industry in Bangladesh. This book portrays the scene where corporate international trade agreements, a new neoliberal state regime, and a growing textile market have contributed to the becoming of a new class of Muslim female workers—who labor in Bangladesh’s apparel export factories under conditions of neoliberal capitalism. The garment kormi—often abstracted by the homogenizing category of the “garment worker”—remain lost in the statistics of development and empowerment or contrarily exploitation. Thereby, focusing on the everyday lives of garment kormi, i.e., workers’ stories than on the collective of garment workers as a category, this book at one front highlights the neoliberal structures of difference and inequality, and on the other reflects on the potential of egalitarianism and change in terms of novel ways of comprising and expressing life-worlds. This edited volume highlights cascading effects of the pandemic and lockdown on informal economies of varied countries in the Global South. Uneven development after colonization, imperialism, and externally influenced conflict have caused many countries in the formally colonized or semi-occupied countries in the world to lag behind in wealth accumulation, investments in manufacturing, and technology. The fact that these countries were dragged into world market dynamics on an equal footing with already developed countries exacerbated these inequalities and saw the rapid burgeoning of informal economies. COVID-19 and the lockdown of western countries unravelled global production chains, resulting in hordes of workers in the Global South losing their livelihoods. Even people engaged in traditionally locally-bound economic activities, such as domestic work and sex work, found their livelihoods disappear. This volume brings together case studies from India, Brazil, Bangladesh, and Sri Lanka to analyze global economic disruptions as they affected informal sector workers who were already largely invisible within state development policies. The chapters question whether existing models of neoliberal development are still conducive within the post-pandemic Global South as it grapples with rebuilding economies, livelihoods, institutions, and systems of governance.

Sandya Hewamanne's Stitching Identities in a Free Trade Zone analyzed how female factory workers in Sri Lanka's free trade zones challenged conventional notions about marginalized women at the bottom of the global economy. In Restitching Identities in Rural Sri Lanka Hewamanne now follows many of these same women to explore the ways in which they negotiate their social and economic lives once back in their home villages. Drawing on ethnographic fieldwork conducted over fifteen years, the book explores how the former free-trade-zone workers manipulate varied forms of capital—social, cultural, and monetary— to become local entrepreneurs and community leaders, while simultaneously initiating gradual changes in rural social hierarchies and gender norms. Free trade zones introduce Sri Lankan women to neoliberal ways of fashioning selves, Hewamanne contends. Her book illustrates how varied manifestations of neoliberal attitudes within local contexts result in new articulations of what it is to be an entrepreneur as well as a good woman. What does liberal order actually amount to outside the West, where it has been most institutionalised? Contrary to the Atlantic or Pacific, liberal hegemony is thin in the Indian Ocean World; there are no equivalents of NATO, the EU or the US-Japan defence relationship. Yet what this book calls the 'Global Indian Ocean' was the beating heart of earlier epochs of globalisation, where experiments in international order, market integration and cosmopolitanisms were pioneered. Moreover, it is in this macro-region that today's challenges will face their defining hour: climate change, pandemics, and the geopolitical contest pitting China and Pakistan against the USA and India. The Global Indian Ocean states represent the greatest range of political systems and ideologies in any region, from Hindu-nationalist India and nascent democracy in Indonesia and South Africa, to the Gulf's mixture of tribal monarchy and high modernism. These essays by leading scholars examine key aspects of political order, and their roots in the colonial and pre-colonial past, through the lenses of state-building, nationalism, international security, religious identity and economic development.
