The security concerns of the United Nations today extend far beyond what the writers of the 1945 Charter could have imagined. As a result, the UN has been compelled to reconsider the parameters of what constitutes a threat to international peace and security, and what it means to be safe and secure in the twenty-first century. This text critically assesses the capacity of the UN to evolve in response to changing notions of security, and examines the complex history of people, places and politics that have helped shape this important global actor.

This new edition considers the unifying legal attributes that span vastly differing inter-governmental organisations, from the UN to the EU. A law of international organisations has become established in certain areas, such as legal personality, powers, membership, finance, and decision-making. In other, newer, areas - accountability, responsibility and democracy - politics is still much rawer, and has not yet been fully converted into legal concepts and principles. As with the first edition, there are plenty of examples of organisations given in the text. Individual organisations dealing with issues such as security, health, civil aviation, finance and trade are scrutinised by way of example, to illustrate how different they can be, but also to show how it is possible to debate a set of legal principles that transcend each institution. This new edition of an established text will appeal to students and academics as well as individuals seeking a legal and political insight into international organisations.

Preventing humanitarian atrocities is becoming as important for the United Nations as dealing with inter-state war. In this book, Ramesh Thakur examines the transformation in UN operations, analysing its changing role and structure. He asks why, when and how force may be used and argues that the growing gulf between legality and legitimacy is evidence of an eroded sense of international community. He considers the tension between the US, with its capacity to use force and project power, and the UN, as the centre of the international law enforcement system. He asserts the central importance of the rule of law and of a rules-based order focused on the UN as the foundation of a civilised system of international relations. This book will be of interest to students of the UN and international organisations in politics, law and international relations departments, as well as policymakers in the UN and other NGOs.

Promoting Peace With Information written by Dan Lindley and has been published by Princeton University Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2021-02-09 with Political Science categories.

It is normally assumed that international security regimes such as the United Nations can reduce the risk of war by increasing transparency among adversarial nations. The more adversaries understand each other's intentions and capabilities, the thinking goes, the less likely they are to be led to war by miscalculations and unwarranted fears. But how is transparency provided, how does it actually work, and how effective is it in preserving or restoring peace? In Promoting Peace with Information, Dan Lindley provides the first scholarly answer to these important questions. Lindley rigorously examines a wide range of cases, including U.N. peacekeeping operations in Cyprus, the Golan Heights, Namibia, and Cambodia; arms-control agreements, including the Nuclear Non-Proliferation Treaty; and the historical example of the Concert of Europe, which sought to keep the peace following the defeat of Napoleon in 1815. Making nuanced arguments based on extensive use of primary sources, interviews, and field research, Lindley shows when transparency succeeds in promoting peace, and when it fails. His analysis reveals, for example, that it is surprisingly hard for U.N. buffer-zone monitors to increase transparency, yet U.N. nation-building missions have creatively used transparency to refute harmful rumors and foster democracy. For scholars, Promoting Peace with Information is a major advance into the relatively uncharted intersection of institutionalism and security studies. For policymakers, its findings will lead to wiser peacekeeping, public diplomacy, and nation building.

The United Nations And The Maintenance Of International Security written by James S. Sutterlin and has been published by Praeger Publishers this book supported file pdf, txt, epub, kindle and other format this book has been release on 1995 with Security, International categories.

Sutterlin gives an insider's assessment of how the United Nations can meet the new challenges of the post-Cold War era. Preventive diplomacy, peacekeeping, peace enforcement, and peace-building are all examined, along with other means of maintaining peace. This is the first authoritative book on the security role of the UN to take account of the experiences in Bosnia and Somalia and to discuss the use of military force by the UN to control internal conflict. This book examines the principal security functions of the United Nations in the changed conditions of the post-Cold War era. The main purpose of the UN under its Charter is the maintenance of international peace and security. Sutterlin begins with the premise that it is necessary to understand the meaning of international security in much broader terms now than was the case when the UN was founded. If conflict is to be prevented or resolved at present and, most likely, in the future, this means dealing with tensions within states more than between states. The UN has had to break new ground as it has intervened in Cambodia, Bosnia, and Somalia. Sutterlin describes the background of the innovations that history has imposed on the UN, and he analyzes such specific approaches as peacekeeping and peace-building. In addition, based on his extensive experience within the UN, Sutterlin makes numerous suggestions as to how the potential of the UN can be more fully realized. This volume will be of great value to scholars and others concerned with the changing role of the UN and international security issues of the late 20th century.

Economic And Social Rights And The Maintenance Of International Peace And Security written by Claire Breen and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-06-14 with Law categories.

This text comprises cutting-edge research on one of the greatest global challenges: the failure to address systematic economic and social exclusion, and attendant violations of economic and social rights (ESR), as a driver of conflict. The text explores what the UN's obligation to maintain international peace and security can mean when it is informed by the requirement to protect and promote ESR, rights that play a crucial role in maintaining international peace and security but which are often overlooked. The book considers the extent to which Security Council mandated peace operations have been informed by human rights and efforts to promote economic and social development. The approach is to analyse the extent to which the Security Council has interacted with the General Assembly, the Economic and Social Council as well as other Charter-based mechanisms such as the Human Rights Council, and its predecessor, with particular reference to the role of the Special Procedure Mechanisms. The role of the UN High Commissioner for Human Rights is also considered. In this way, the text shows that the connection between peace and security and human rights is well recognised by these organs. In addition, the text considers States’ ESR obligations stemming from the extraterritorial application of such rights in the context of peace operations. Given that States’ obligations stemming from ESR have often been neglected, the book examines how such provision could be improved using ESR-grounded plans reflecting the rights to health, food, water, education, work and life. The text concludes with a call to reimagine what international peace and security can look like when it is informed by the need to recognise the emergence of post-conflict legal obligations based on broader concepts of international peace and security that draw from ESR. This text will appeal to legal scholars, policy advisors, members of the military, those working in the area of development, NGOs and final-year undergraduate and/or postgraduate students working in the areas of international law, political science and international relations, and associated fields of research.
