NU dan MUI Musyawarah Nasional (Munas) ke-10 Majelis Ulama Indonesia (MUI) tanggal 25-28 November di Hotel Sultan, Jakarta, memilih KH Miftachul Achyar sebagai ketua umum MUI untuk masa khidmad 2020-2025. Ia menggantikan KH Ma’ruf Amin yang terpilih sebagai wakil presiden RI. Keterpilihan Kiai Miftach seolah menjadi perjanjian tak tertulis bahwa Rais Am Syuriah PBNU akan didaulat menjadi Ketua Umum MUI. Pertimbangan realistis dan rasional. NU memiliki masa terbesar dan juga memiliki segudang ulama. Sebelum KH Sahal Mahfudz terpilih sebagai Ketua Umum MUI tahun 2000, tokoh NU yang pernah menduduki jabatan tertinggi di MUI adalah KHM Syukri Gozali dan Prof. KH Ali Yafie. Sebelumnya, Prof. Dr. Hamka dan KH Hasan Basri adalah tokoh Muhammadiyah. Kiai Syukri yang sering disebut sebagai arsitek MUI itu memang tidak mewakili NU kehadirannya. Kiai Syukri yang pernah duduk di PBNU itu tampil lebih sebagai sosok ulama mandiri. Bahkan, sebenarnya Prof. KH Ali Yafie juga tidak mewakili NU ketika menjabat sebagai Ketua Umum MUI menggantikan KH Hasan Basri yang wafat tahun 1998. Kiai Ali Yafie menjabat sebagai Ketua Umum MUI bukan lagi sebagai Pelaksana Tugas Rais Am yang sudah ia lepas tahun 1993. Rais Am waktu itu adalah KHM Iljas Roechijat. Meski demikian, NU bisa disebut sebagai ormas yang ikut membidangi kelahiran MUI. MUI berdiri atas prakarsa Pemerintah (waktu itu Menteri Agama Prof. Dr. Mukti Ali). NU waktu itu diwakili KH Muhammad Dahlan (mantan menteri Agama RI). Deklarasi MUI juga dihadiri Rais Am Syuriah PBNU KH Bisri Syansuri yang waktu itu menjabat anggota DPRRI. Bahkan, menurut H. Syaiful Hadi Idham, jabatan ketua Umum MUI pernah ditawarkan kepada KH Idham Cholid, tapi Idham menolak karena jabatannya sebagai Ketua DPR/MPR dan Ketua umum PBNU. Muktamar NU di Lirboyo, Kediri tahun 1999 menghasilkan duet pemimpin baru NU Kiai Sahal Mahfudz dan Kiai Hasyim Muzadi. MUI tak punya pemimpin karena KH Ali Yafie mengundurkan diri karena tidak cocok dengan Presiden Abdurrahman Wahid. Maka munas MUI keenam menjatuhkan pilihan kepada KH Sahal yang pernah menjabat Ketua MUI Jawa Tengah. Karena Kiai Sahal lebih banyak di Jawa Tengah, maka ia menunjuk KH Ma’ruf Amin sebagai pelaksana harian. Walaupun jajaran ketua yang langsung di bawahnya adalah Prof. Din Syamsuddin.

Lampung, Pandemi dan Mandiri Munas Ulama dan Konbes NU yang berlangsung akhir September lalu di Jakarta membuat sedikit kejutan di masa Pandemi. Munas yang diselenggarakn secara hibrid itu memutuskan, Muktamar NU ke 34 akan dilaksanakan pada tanggal 23- 25 Desember 2012 di Lampung. Lampung sudah ditetapkan sejak tiga tahun lalu sebagai tuan rumah pertemuan besar lima tahunan itu. Disebutkan, muktamar itu tetap mengacu pada protokol kesehatan yang ketat, setidaknya seperti yang diberlakukan di Papua saat penyelenggaraan Pekan Olahraga Nasional (PON) ke 20 yang belangsung Oktober ini. Kita berharap Pandemi berkurang dan Pemberlakuan Pembantan Kegiatan Masyarakat (PPKM) menunjuk pada level yang rendah sehingga gerak masyarakat lebih longgar. Memang cukup berat, mengingat muktamar NU merupakan pesta Nahdliyin. Mereka ingin bertemu dengan para ulama seluruh Indonesia yang menjadi idola mereka. Bagi warga Nahdliyin bertemu ulama adalah impian, apalagi sempat mencium tangannya. Sehingga ketentuan protokol kesehatan ini akan memaksa warga Nahdliyin untuk patuh melaksanakan vaksin, serangkaian test, dan lain sebgainya. Dan jika di kemudian hari –na’udzubillahi min dzalika-- kondisi pandemi memburuk, maka keputusan pelaksanaan Muktamar diserahkan sepenuhnya kepada PBNU. Tak diperlukan lagi Munas dan Konbes untuk menentukan waktu muktamar, mengingat pelaksanaan Muktamar ke 34 sudah mundur setahun lebih. Tentu, hal ini merupakan muktamar pertama yang diselenggarakan dalam situasi Pandemi. Pandemi yang sama pernah terjadi pada tahun 1918 sampai tahun 1920 ketika terjadi wabah Flu Spanyol yang banyak menjangkiti Pulau Jawa khususnya. Di saat penduuk Indoensia masih 35 juta itu Flu Spanyol membunuh 13,3% penduduk, atau sekitar 4,6 juta jiwa. Covid-19 menelan korban sekitar 142.000 jiwa (jauh dibawah 0,01%). Di zaman Kolonial pelayan kesehatan sangat buruk terutama untuk kalangan pribumi. Untungnya, tahun itu NU belum dideklarasikan. Jika kemudian muncul wabah Kolera dan malaria, tak sedahsyat Covid-19 dan Flu Spanyol. Selama ini NU juga tetap mendukung pemerintah dalam hal penangan Covid-19 agar tidak menjadi wabah Flu Spanyol, sehingga muktamar juga tetap mempergunakan protokol kesehatan yang ketat yang akan diatur kemudian bekerjasama dengan Satgas Covid-19. Jika Muktamar NU Lampung ini sukses, maka Lampung akan menjadi catatan sendiri tidak hanya bagi bagi NU, tapi bagi masyarakat luas tentang kemampuan penaklukan Pandemi. Disamping itu, Lampung juga pernah menjadi tuan rumah Munas dan Konbes NU tahun 1992. Munas antara Muktamar NU ke 28 di Krapyak Yogyakarta dan Muktamar ke 29 di Cipasung, Jawa Barat itu termasuk Munas yang fenomenal karena melahirkan keputusan pedoman bahstul masail, disamping keputusan tentang bunga bank yang sangat moderat serta asurnsi. Waktu itu NU dipimpin Rais Am KH Ali Yafie yang menggantikan KH Ahmad Siddiq yang wafat tahun 1991 dan KH Abdurrahman Wahid sebagai ketua tanfidziyah. Namun kemudian KH Ali Yafie mundur karena ada ketidakcocokan dengan KH Abdurrahman Wahid. Munas memutuskan KH Ilyas Ruchiyat sebagai rais Am. Tentu, Lampung dipilih karena salah satu basis Nahdliyin di Sumatra, termasuk antara lain karena banyaknya pendatang dari Jawa. Muktamar Lampung sudah ditungu warga Lampung. Bahkan, diberitakan, warga Lampung ramai-ramai menyumbang hasil pertanian mereka untuk muktamar menunjukkan kemandirian, termasuk koin muktamar. Kemandirian akan mengembalikan marwah NU sebagai oganisasi muslim besar yang sejak dahulu selalu menyelenggarakan muktamar secara mandiri. Kiai Hasyim Asy’ari selalu menyumbang terbesar dalam pelaksanaan muktamar, disusul Kiai Wahab dan sejumah kiai lainnya, juga kaum muslimin yang menyintai NU. Muktamar Situbondo yang melepas resmi NU dari politik mulai memperlihatkan kemandirian. Seyogyanya Muktamar Lampung harus menjadi momentum kebangkitan dan kemandirian NU di semua lini. Muktamar tak hanya melahirkan pemimpin baru, tapi, jiwa dan semangat baru untuk menjadikan NU raksasa pelindung negara dan bangsa.

The driving force of Minangkabau history arises from the struggle to build a balanced social order on a convergence of seemingly contradictory social and cultural aspects. From the time when Islam was conceived as a pillar of the Minangkabau world, the history of Minangkabau has been dominated by an effort to attain an acceptable equilibrium between the doctrine of a universal religion and the wisdom and ideals of the pre-existing pillar, the indigenous element or adat. The idea that Islam is an inseparable part of Minangkabau has generated constant internal struggle. A traditional notion that ideas which came from the outside world (the rantau) might endanger the foundation of Minangkabau or stimulate disturbing potentialities already inherent in it resulted in ambivalence toward Western-oriented modernization. The purpose of this study is to trace the development of the Kaum Muda movement and to inquire into its intellectual and social impact on Minangkabau. The principal actors were actually from the second generation of Islamic modernists, the students of the Kaum Muda ulama. We will examine the way they confronted their social and political environment; the path they followed in carrying out their various programs; their encounter with the Dutch government; and their relationship with the adat authorities. We will seek to determine the impact of the activities and intellectual development of these young Islamic modernists upon their own group and upon their relationship with their former mentors, the Kaum Muda ulama. For this reason, the study concentrates on the period beginning in early 1927 and ending with the third quarter of 1933. - Taufik Abdullah
