One of the most important questions of human existence is what drives nations to war-especially massive, system-threatening war. Much military history focuses on the who, when, and where of war. In this riveting book, Dale C. Copeland brings attention to bear on why governments make decisions that lead to, sustain, and intensify conflicts. Copeland presents detailed historical narratives of several twentieth-century cases, including World War I, World War II, and the Cold War. He highlights instigating factors that transcend individual personalities, styles of government, geography, and historical context to reveal remarkable consistency across several major wars usually considered dissimilar. The result is a series of challenges to established interpretive positions and provocative new readings of the causes of conflict. Classical realists and neorealists claim that dominant powers initiate war. Hegemonic stability realists believe that wars are most often started by rising states. Copeland offers an approach stronger in explanatory power and predictive capacity than these three brands of realism: he examines not only the power resources but the shifting power differentials of states. He specifies more precisely the conditions under which state decline leads to conflict, drawing empirical support from the critical cases of the twentieth century as well as major wars spanning from ancient Greece to the Napoleonic Wars.

When the five Central Asian republics gained independence from the Soviet Union in 1991, expectations of violent conflict were widespread. Indeed, the country of Tajikistan suffered a five-year civil war from 1992 to 1997. The factors that the literature on civil wars in general and on the Tajikistan civil war in particular cites as the causes of war were also present in Uzbekistan – but this country had a peaceful transition. Examining this empirical puzzle by isolating the crucial factors that caused war to break out in Tajikistan but not Uzbekistan, this book applies a powerful comparative approach to the broader question of why civil wars occur. Based on fieldwork in both countries, it challenges many common explanations of civil war both generally and in Tajikistan in particular. This includes highlighting the importance of elites’ power perceptions, which have their origins in the interaction of structural-, process-, and network-related variables. Without examining these interactions, macro-structural explanations alone cannot explain the occurrence of civil war in one country and its absence in another. Applying the insights of bargaining theories of war from the literature on international relations to the civil war in Tajikistan, this book will be of interest to students of violent conflict, civil wars, Central Asia and Asian Politics.

Conflict is a major facet of many environmental challenges of our time. However, growing conflict complexity makes it more difficult to identify win-win strategies for sustainable conflict resolution. Agent-Based Modeling of Environmental Conflict and Cooperation examines computer modeling techniques as an important set of tools for assessing environmental and resource-based conflicts and, ultimately, for finding pathways to conflict resolution and cooperation. This book has two major goals. First, it argues that complexity science can be a unifying framework for professions engaged in conflict studies and resolution, including anthropology, law, management, peace studies, urban planning, and geography. Second, this book presents an innovative framework for approaching conflicts as complex adaptive systems by using many forms of environmental analysis, including system dynamics modeling, agent-based modeling, evolutionary game theory, viability theory, and network analysis. Known as VIABLE (Values and Investments from Agent-Based interaction and Learning in Environmental systems), this framework allows users to model advanced facets of conflicts—including institution building, coalition formation, adaptive learning, and the potential for future conflict—and conflict resolution based on the long-term viability of the actors’ strategies.
