Since the end of the Cold War, U.S. officials have been more willing to remind allies that the United States will not play the role of international policeman. Given U.S. reluctance, the job of peacekeeping will fall increasingly to international organizations and regional alliances. In International Peacekeeping Paul Diehl examines the recent record of United Nations peacekeeping forces and develops criteria for assessing their operations. His analysis provides useful guidance for the management of new hostilities in areas such as Central and Eastern Europe, where the dissolution of the Soviet Union has spawned bitter civil wars and dangerous border disputes. Diehl identifies three sets of factors that affect traditional international peacekeeping operations. He begins by discussing the practical concerns of peacekeeping efforts, such as force composition, organization, and deployment. He then examines issues related to the political and military context in which the forces are deployed, including the nature of the conflict and the involvement of third parties. Finally, he considers the authorization by the relevant international body - usually the United Nations - as it relates to the mission's mandate, policies, and financing. He concludes by analyzing the viability of new roles for U.N. peacekeeping troops, such as humanitarian assistance, and by exploring structural alternatives to U.N. peacekeeping operations.

Its Charter was drawn up by representatives of fifty countries and ratified by the original and permanent members. According to Article 1 of the Charter, the UN’s primary purpose is “to maintain international peace and security, and to that end: to take effective collective measures for the prevention and removal of threats to the peace”1. Today, 191 states are members of the global organization and subscribe themselves to the UN Charter to share the responsibility for international peace and security. The Charter established six principle organs, of which the Security Council is the most important with the primary responsibility to settle different kinds of conflicts to maintain the global peace and security. While other organs make recommendations to governments, the Council alone has the power to take decisions and initiate actions including the use of force, which Member States are obligated under the Charter to carry out. The Security Councils consists of 15 Member States: the five permanent ones, which can veto any draft resolution on substantive matters reflecting the assumption that the major powers would act together to provide collective global security, and ten non-permanent members elected for two-year periods. When a complaint concerning a threat to peace is brought before it, the Council usually recommends the parties several peace-making methods like negotiation, investigation or mediation to reach agreement by peaceful means. When a dispute gets worse or leads to fighting it is empowered to call for cease-fires, order economic sanctions, and even authorize military action against an aggressor on behalf of the UN. One tool for maintaining international peace and security not embodied in the Charter is the use of peacekeeping forces to prevent existing dispute from reigniting “using force only in self-defence, and operating in a neutral and impartial way with the consent of the parties to disputes”2. Over 60 million people were killed, industry was destroyed, and above all the war induced deep moral degradation. While the world struggled to recover from the desolation of the war, a new global organization, the United Nations, was established, its main purpose was and still is to ensure peace and security within the international community and chiefly to avoid a third world war. Over the past decades, the United Nations and its humanitarian interventions have been an interesting and important theme, hence more literature is being written on this topic. However the effectiveness of the Security Council at executing international peace through humanitarian interventions seems to be a relatively neglected area, therefore this field is the focus of my dissertation. The importance of the United Nations on the global stage is indeed a popular topic which has undergone much research. Nevertheless, the mismatch of attitudes between the great powers within the Security Council concerning different humanitarian interventions but with similar origins still has not been sufficiently explored. In this dissertation, I intend to fill a gap in this area of research, which is not only a globally important issue, but also a topic that has been under-researched. The aim of this dissertation is to shed light on challenges that the United Nations faces, with an emphasis on the ethics of humanitarian intervention. In order to find an appropriate answer to this question, I will examine two case studies, which have been chosen as examples of two different UN reactions to a crisis. The first case study is NATO’s military operation against the Federal Republic of Yugoslavia during the Kosovo war in 1999, the second is a non-combat military operation in Syria. While considering these two case studies, it is also crucial to constantly keep in mind the motives and ideas that lead to the development of the UN and what the UN is supposed to represent. In order to understand this, I will first provide a brief history of the UN, and detail how it is structured, and most notably, the Charter of the UN as a source of right. Possible limitations of this project could be an inability to come to the right conclusions and find a universal solution to these kinds of crises.

Small and developing states make up the majority of participants in United Nations Peacekeeping Operations (UNPKO), and Malaysia is one of these. The numerous previous studies on Malaysia’s UNPKO are primarily historical narratives which focus on practical, policy-related issues and due process, making no attempt to synchronize the nexus between theory and policy analysis. Nor do they cover the theoretical aspect which can operationalize and address the question of the roles played by Malaysia’s domestic actors (foreign policy executives, legislature, military, media, public opinion) in the respective decision-making processes as well as those of external level, such as international power politics and geopolitical considerations. In other words, they are predominantly a historical narrative of only several Malaysia’s UNPKO. This book fills the critical gap. It deliberates on the respective national and international decision-making processes, especially from the Malaysian point of view, and analyses the theoretical and practical impacts of Malaysia’s UNPKO in understanding international politics. Apart from providing a well-researched account of Malaysia’s UNPKO across the globe for 50 years, i.e. 1960-2010, this book examines the determinants by using qualitative data, particularly key-informant interviews and documentary analysis. Thus, while most studies of Malaysia’s UNPKO single out domestic imperatives as the most vital determinant, this book, on the contrary, comprehensively identifies the prevailing world security order as the most important determinant influencing Malaysia’s UNPKO, followed by the domestic ones.
