Excerpt from Making a High School Program The public is devoting more and more of its treasure to the school, particularly to the high school. The high school principal has a responsibility for the economy and efficiency of his school organization. Care and economy mean more funds for education. We might raise salaries on what is now wasted. In industry, with rising labor costs has come greater attention to individual economies. The school cannot escape the tendency. Does the high school principal know whether or not he is getting full efficiency from his organization? Is the work evenly divided? Are teachers overworked or underworked? Are pupil divisions evenly constructed? Are program difficulties solved? The high school principal needs in his equipment the engineers capacity. He is an educational engineer. The high school program, indeed, is an engineering problem. No system of making a high school program on the trial-and-error method is defensible. From mathematical reasons it must be faulty. No purely mechanical method of making a program is adequate, for the result is wrong and the pupils and teachers are the necessary victims. A high school program must be scientifically constructed if it is to be accepted as adequate to the situation presented. Poor high school programs are responsible today for great waste of money in the employment of unnecessary teachers, in the uneven distribution of work, in preventing pupils' range of choice of subjects, and in unnecessary worry and confusion throughout the organization. The professionally trained high school principal can easily find a way out of the program difficulties. The struggle against this universal problem has developed some program geniuses, and their discoveries are not esoteric but open and free to those who wish to adopt their ideas. In order that these requests may be granted, this leaflet, which contains 25 programs Of study selected from those on file in this Office, has been prepared. Four Of the programs included are the work of State departments of public instruction and 21 of city school depart ments. The programs may be considered typical Of those in use in both the smaller and larger cities in various sections of the country. A comparison of the 25 programs reveals the fact that while no two are exactly alike, certain principles are fairly well adhered to. One is that the first junior high-school year, or at least the first half of that year, should be a transition or an adjustment period and that for this reason the courses should be a continuation Of the elementary courses but presented from a new viewpoint. Some schools, however, Offer electives in the first junior high-school year. Of the 25 school systems represented, 15 offer electives in the first year, 22 in the second, and 25 in the third. Excerpt from The Junior High School Idea Speyer School therefore has been developed and is developing as an experimental school where, under Professor Briggs' direction, the principal and teachers have been wholly free to work out such administrative methods and such courses of study as seemed best fitted to secure the results desired. The six hundred pupils have been public school boys (and for a time girls also) selected from some twenty neighboring elementary schools because of their promise of school success. On the whole, the pupils have been above the average New York City boys of their age in general intelligence. The twenty teachers too are above the average, having been selected for initiative, knowledge of subject matter, a willingness to try eagerly and honestly such innovations as have been proposed, and above all, for that professional spirit that leads them to consider first most carefully the reasons why a thing should be done at all, and then being satisfied on that point to do that thing as well as in them lies. The general aim of Speyer School as stated by Professor Briggs and accepted by the faculty and pupils of the school has been: First: "To teach pupils to do better those desirable activities that they will do anyway and to teach these by means of material in itself worth while." Secondary education has begun lately to assume a prominence and to have a recognized importance such as would be suggested by the priority of its development.
