Making Administrative Work Visible brings together voices from graduate students, associated faculty, administrative staff, and tenured and tenure-track faculty at community colleges, regional state universities, liberal arts colleges, private colleges, and research-intensive institutions across the country to speak to the challenges, both named and unnamed, faced by those who do writing program administration work. These authors call explicit attention to this work and examine WPAs’ lived labor experiences and research methodologies to truly understand the scope of lived WPA labor. The collection has three parts, each of which focuses on the most confounding challenges facing WPAs as well as the most compelling sites of their contributions to administration, labor in higher education, and the discipline’s collective obligation to forwarding the goals of social justice and advocacy: Advocating through Representations of WPA Labor, Advocating by Accounting for Time and Labor, and Advocating in and through Complex Institutional Contexts. The chapters use data to share and track the work functions, job titles, grand narratives, program assessments, tenure and promotion, email practices, and more undertaken by WPAs in their administrative capacities. Chapters also surface narratives for future data and studies to be done by other scholars. By taking up and answering questions about the range of WPA work—and the invisibility of much of that work—Making Administrative Work Visible creates avenues toward accounting for and acknowledging the complex activity systems in which WPAs lead the work of the university and advocate for data-driven strategies needed to sustain this foundational area of higher education. What do we mean when we speak about teacher autonomy? How free are teachers to go about their work? To answer these complex questions the authors asked thousands of teachers in four national contexts: in Finland, Ireland, Germany and Sweden, what they think autonomy looks like. The resulting book examines teacher autonomy theoretically and empirically, comparing teachers’ perceptions of their professional autonomy. Utilizing a mixed method approach the authors combine data from a large-scale questionnaire study, teacher interviews, lesson and meeting observations, and workshops that brought together teachers from the four participating countries. All this engagement with teachers revealed that simply increasing their professional autonomy might not lead to desired outcomes. This is because, from a teachers’ point of view, increased decision-making capacity brings further complexity and risk to their work, and it may instead lead to anxiety, self-restriction, and the eventual rejection of autonomy. These surprising conclusions challenge the increasingly orthodox view that increased autonomy is a desirable end in itself. This is what the authors call the autonomy paradox.

Police officers, social workers, teachers, and many other street-level bureaucrats exercise discretion in dealing with clients. In so doing, they make policy as it is experienced at the frontline. Instead of puzzling at repeated public policy implementation failures and wondering why street-level bureaucrats (SLBs) don’t behave the way policy-makers expect, we need to understand the world as seen from the ground. This short and practical text explores the value of interpretive analysis for researching street-level bureaucracy. Using Michael Lipsky’s (1980) idea of SLB and connecting it to contemporary debates, Mike Rowe argues for an approach to researching SLBs that focuses on dilemmas in practice, ones that change with each policy shift, each new target, with austerity, and with new technology such that no settled state is likely.
