This is the second White Paper on international development - the first 'Eliminating world poverty: a challenge for the 21st century' (Cm. 3789) was published in 1997. This White Paper reaffirms the International Development Targets set out in the first White Paper. It analyses the nature of globalisation and focuses on defining a policy agenda for the management of globalisation to systematically reduce poverty. It also seeks to set up programmes to promote economic growth that is equitable and sustainable. The key announcements made in the White Paper are: UK development assistance will be untied from April 2001; DFID will give additional funds (£35 million) to the World Health Organisation's Global Polio Strategic Plan, to complete the worldwide anti-polio initiative; help will be provided to enable developing countries to trade more effectively; schemes to encourage more private investment into developing countries will be launched.
