This book addresses a significant area of applied social-choice theory--the evaluation of voting procedures designed to select a single winner from a field of three or more candidates. Such procedures can differ strikingly in the election outcomes they produce, the opportunities for manipulation that they create, and the nature of the candidates--centrist or extremist--whom they advantage. The author uses computer simulations based on models of voting behavior and reconstructions of historical elections to assess the likelihood that each multicandidate voting system meets political objectives. Alternative procedures abound: the single-vote plurality method, ubiquitous in the United States, Canada, and Britain; runoff, used in certain primaries; the Borda count, based on rank scores submitted by each voter; approval voting, which permits each voter to support several candidates equally; and the Hare system of successive eliminations, to name a few. This work concludes that single-vote plurality is most often at odds with the majoritarian principle of Condorcet. Those methods most likely to choose the Condorcet candidate under sincere voting are generally the most vulnerable to manipulation. Approval voting and the Hare and runoff methods emerge from the analyses as the most reliable. Originally published in 1988. Voters today often desert a preferred candidate for a more viable second choice to avoid wasting their vote. Likewise, parties to a dispute often find themselves unable to agree on a fair division of contested goods. In Mathematics and Democracy, Steven Brams, a leading authority in the use of mathematics to design decision-making processes, shows how social-choice and game theory could make political and social institutions more democratic. Using mathematical analysis, he develops rigorous new procedures that enable voters to better express themselves and that allow disputants to divide goods more fairly. One of the procedures that Brams proposes is "approval voting," which allows voters to vote for as many candidates as they like or consider acceptable. There is no ranking, and the candidate with the most votes wins. The voter no longer has to consider whether a vote for a preferred but less popular candidate might be wasted. In the same vein, Brams puts forward new, more equitable procedures for resolving disputes over divisible and indivisible goods.

In Direct Democracy or Representative Government? John Haskell develops a devastating critique of direct democracy by exposing the central flaw in populist thinking. Contrary to the beliefs of populist advocates of direct democracy, the popular will cannot be interpreted from the results of the plebiscite. John Haskell presents a defense of representative institutions that brings to bear, in an understandable way, the findings of public choice scholars. Haskell covers the clash of ideas between populists and constitutionalists throughout American history. He follows the development of direct democracy during the twentieth century, especially the dramatically increased use of initiatives and referenda in the last decade. As Americans become increasingly frustrated with the workings of the institutions of government at the state and national levels, and as populist ideas gain greater currency, new forms of direct and participatory democracy making use of the latest computer technology appeal to more people. In June of 1990, a conference was held on Probablity Models and Statisti cal Analyses for Ranking Data, under the joint auspices of the American Mathematical Society, the Institute for Mathematical Statistics, and the Society of Industrial and Applied Mathematicians. The conference took place at the University of Massachusetts, Amherst, and was attended by 36 participants, including statisticians, mathematicians, psychologists and sociologists from the United States, Canada, Israel, Italy, and The Nether lands. There were 18 presentations on a wide variety of topics involving ranking data. This volume is a collection of 14 of these presentations, as well as 5 miscellaneous papers that were contributed by conference participants. Decision making is certainly a very crucial component of many human activities. It is, therefore, not surprising that models of decisions play a very important role not only in decision theory but also in areas such as operations Research, Management science, social Psychology etc . . The basic model of a decision in classical normative decision theory has very little in common with real decision making: It portrays a decision as a clear-cut act of choice, performed by one individual decision maker and in which states of nature, possible actions, results and preferences are well and crisply defined. The only compo nent in which uncertainty is permitted is the occurence of the different states of nature, for which probabilistic descriptions are allowed. These probabilities are generally assumed to be known numerically, i. e. as single probabili ties or as probability distribution functions. Extensions of this basic model can primarily be conceived in three directions: 1. Rather than a single decision maker there are several decision makers involved. This has lead to the areas of game theory, team theory and group decision theory. 2. The preference or utility function is not single valued but rather vector valued. This extension is considered in multiattribute utility theory and in multicritieria analysis. 3.
