This book examines the politics of renewable electricity policy in democratic Spain. It provides the first comprehensive political analysis of how and why successive Spanish governments have increased or reduced support for renewable power, especially wind and solar. In particular, it identifies the key influences that have been brought to bear on decision making by the core executive as it has sought to determine the appropriate role of renewable sources in the country’s electricity mix. Following the introduction, four chapters chart the dramatic rise, fall, and, most recently, renewed rise in support for utility-scale renewable power, from the early 1980s to the present. Another chapter details the decade-long political struggle over the regulation of small-scale distributed renewable electricity generation. This book examines the coordination of renewable energy policies in the European Union using an innovative theoretical approach to explain national policy making. David Jacobs asks, why are national support instruments for electricity from renewable energy sources converging, even though the harmonisation of these frameworks at the European level has failed? Which causal mechanisms lead to cross-national policy similarities? And what are the implications for policy coordination in the EU? The author traces the evolution of feed-in tariffs - the most successful and most widely used support mechanism for renewable electricity - in Germany, Spain and France. He reveals increasing cross-national policy similarities in feed-in tariff design - despite the failure of harmonizing instruments at the European level. He explains these increasing policy similarities by applying policy convergence theory. Policy convergence can occur voluntarily, based on transnational communication, regulatory competition and technological innovations and these findings have important implications for European policy steering. The key to this book is the interrelation of an innovative theoretical concept (coordination of policies in the international arena via voluntary cooperation) with a very topical empirical research focus - the promotion of renewable energies in the EU. Notwithstanding their massive importance for EU energy consumption, some energy carriers such as biomass and hydro are seen to be ‘deadlocked’ (Del Río Gonzaléz 2008, p.2917), while the promotion of wind power among EU member states is well researched. Hence, the case here shall be made for solar energy, with special reference to the promotion of photovoltaic (PV) power systems due to their suspected potential for further energy transitions in Europe. Being the ‘fastest growing power-generation technology in the world’ (REN21 2010, p.19), corresponding policy outcomes on the Iberian Peninsula will be illustrated and assessed. Rational policy-making aims at effective problem-solving strategies based on cost-benefit-calculations. Decisive is not which particular policy may in total terms maximize the outcome, but which one is optimal in relation to costs that accrue from this policy. The underlying question of rational choice theory thus is, why political decision-makers should prioritise a certain ‘path’ of policy-making over others. A rationale has thus always been assessed with regard to the effectiveness and efficiency towards a desired or intended political outcome. The Spanish and Portuguese National Renewable Energy Action Plans portray an adequate guideline for further analysis.

The Spanish energy sector has undergone many positive changes during the last years. These include greater use of gas and renewables in power generation and further energy market reforms. Notwithstanding all these positive developments, the Spanish energy sector will face a number of challenges in the future. Meeting its Kyoto target will be difficult for Spain because emissions increased by 39% between 1990 and 2002. While Spain has developed an energy efficiency strategy, its implementation is delayed. Feed-in tariffs have been the primary tool to promote renewable electricity and have delivered impressive growth rates for wind generation. Nevertheless, the government should ensure that the system to promote renewables is cost-effective. Spain has had great success in fostering the fastest growing natural gas market within the EU. This requires substantial infrastructure investments in the future. The liberalisation of the electricity sector started in the mid 1990s. It should now be revised in order to achieve higher efficiency. This will be obtained mainly through better transparency. Weak cross-border electricity interconnections and trade tend to isolate Spain and lead to inefficiency. This situation also carries risks for security of supply with increasing energy demand and limits the role of competition. The introduction of the Iberian energy market MIBEL will help to create a stronger base for the market. Spain will have to invest in gas storage and stronger electricity interconnections to ensure security of supply.
