Telecommunications provides the first comparative description of a pivotal service industry in which deregulation, privatization, and globalization have shaped corporate strategies and structure, and altered the nature of work. A chapter is devoted to each of the countries discussed: the United States, England, Canada, Australia, Japan, Germany, Italy, Norway, Mexico, and Korea. To facilitate comparisons, the authors use a common framework in analyzing changes and their implications for work and employment relations. Most employees in telecommunications, both white-collar and blue-collar, are unionized, and that has highlighted the tension between downsizing and participatory employment strategies. The authors describe adjustment paths adopted in the Anglo-Saxon countries which emphasize a technology- and market-driven approach, in contrast to Japan and several European countries where labor and social pressures have mediated the course and consequences of industrial adjustment. The strategic approach in Korea and Mexico is again different, relying on the state to set the pace and terms of change. The United States and United Kingdom have emerged as pattern leaders in the international telecommunications industry through their aggressive deregulation and restructuring. While downsizing has devastated employee morale, experiments in alternative solutions based on union and employee participation are simultaneously underway.

This report, published in its entirety (OTA-TCT-578) and in a summary form (OTA-TCT-579) containing only the first chapter of the complete report, focuses on key topics and issues that are central to the successful use of electronic delivery by government. The review conducted by the Office of Technology Assessment concludes that the movement toward electronic delivery of government services is accelerating, but that many factors must be considered. The greatest risks of electronic delivery are overlooking the human element and users' needs, which would further widen the gap between the technologically literate and the technologically illiterate, and failing to capitalize on all the opportunities that partnerships among government agencies and the private sector could provide. Changes that will be required in federal management are outlined, and options for successful implementation of electronic delivery are sketched. Many rely on the amplification of existing structures. Five appendixes complement the complete report, including a list of the 11 boxes, 5 figures, and 22 tables that illustrate the discussion; and lists of acronyms and terms, contributors, field study participants, and contractor reports. Europe's critical infrastructure is a key concern to policymakers, NGOs, companies, and citizens today. A 2006 power line failure in northern Germany closed lights in Portugal in a matter of seconds. Several Russian-Ukrainian gas crises shocked politicians, entrepreneurs, and citizens thousands of kilometers away in Germany, France, and Italy. This book argues that present-day infrastructure vulnerabilities resulted from choices of infrastructure builders in the past. It inquires which, and whose, vulnerabilities they perceived, negotiated, prioritized, and inscribed in Europe's critical infrastructure. It does not take 'Europe' for granted, but actively investigates which countries and peoples were historically connected in joint interdependency, and why. In short, this collection unravels the simultaneous historical shaping of infrastructure, common vulnerabilities, and Europe.
