It offers a new tool to approach the reading of these interrelations through reflexive reading strategies that identify singular reading fragments of the different spaces through multiple reader-time-space relations. Operating at different scales between conceptual space and reality, the sequential reading helps the recognition of multiplicity and the dynamics of place as a transformational process without hierarchy or classification.

This provocative collection of essays challenges traditional ideas of strategic s- tial planning and opens up new avenues of analysis and research. The diversity of contributions here suggests that we need to rethink spatial planning in several f- reaching ways. Let me suggest several avenues of such rethinking that can have both theoretical and practical consequences. First, we need to overcome simplistic bifurcations or dichotomies of assessing outcomes and processes separately from one another. To lapse into the nostalgia of imagining that outcome analysis can exhaust strategic planners’ work might appeal to academics content to study ‘what should be’, but it will doom itself to further irrelevance, ignorance of politics, and rationalistic, technocratic fantasies. But to lapse into an optimism that ‘good process’ is all that strategic planning requires, similarly, rests upon a ction that no credible planning analyst believes: that enough talk will miraculously transcend con ict and produce agreement. Neither sing- minded approach can work, for both avoid dealing with con ict and power, and both too easily avoid dealing with the messiness and the practicalities of negotiating out con icting interests and values – and doing so in ethically and politically critical ways, far from resting content with mere ‘compromise’. Second, we must rethink the sanctity of expertise. By considering analyses of planning outcomes as inseparable from planning processes, these accounts help us to see expertise and substantive analysis as being ‘on tap’, ready to put into use, rather than being particularly and technocratically ‘on top’.

This book project highlights creative approaches to planning and local development. The dynamic complexity, diversity and fluidity which characterize contemporary society represent challenges for planning and development endeavours. While research and policy work has extensively focused on large cities and on metropolitan regions, there has been relatively little work on ‘smaller places’. This book shows that if these new challenges affect all places and regions, small and medium-sized towns (SMSTs) are suffering many specific problems that call imperatively for the design and implementation of very imaginative, creative approaches to planning and local development. What could enhance creativity in local development and planning? Is it possible to talk about creative capacity building at the level of a town that might release imaginative and innovative activities? Under what local and non-local conditions is creativity being initiated and flourishing? What are the major obstacles and in what way can these be contained in order to safeguard pockets of creative action? The recognition of the failure at the strategic and operational levels of war during the Global War on Terror, specifically in Iraq, has resulted in a quest for intellectual solutions to complex operational and strategic problems. To date this has resulted in a tacit acknowledgement that the Military Decision Making Process (MDMP) is not equipped to tackle ill defined problems and that a complementary approach is required. The emphasis on problem framing as defining a problem has been the hallmark of this new approach that is facilitated through institutional learning and a process of reframing rather than the advocating of predictive solutions. This monograph does not attempt to evaluate these new processes or seek to incorporate them within existing doctrine. Instead, it sets out the philosophy behind a design approach to planning. The broad design theory is an amalgam of the Israeli concept of Systemic Operational Design (SOD), Effects-Based Approach (EBA) and Systems of Systems Analysis (SoSA) as a systemic design process that is complementary to existing decision making tools. The monograph elucidates the philosophical functions that are contingent to this process. Importantly, this is not a 'how to' manual providing a prescriptive approach, but an illumination, a theory of becoming that focuses on the why of the process, in order to offer a level of understanding. The distinction between Form, Function and Logic has been embraced as the method used for explaining the philosophy of design. This builds on the writing of Deleuze and his 'philosophy of difference' and also in compartmentalizing between explaining the form of the design approach, from its functions and logic. The design approach produces more robust planning guidance, a frame of reference that enables reframing when the situation changes, an easily communicable strategy, across the whole of government and the explicit step of acknowledging our own biases and perspectives in shaping how we view the world. The conclusion of this monograph is not to replace MDMP and existing practices for planning or as a tool for decisions of implementation, but that a design approach is more appropriate for the creation of strategy, at every level, and concerns primarily decisions of consequence.
