This book presents a comprehensive overview of extant literature on competence-based vocational and professional education since the introduction of the competence concept in the 1950s. To structure the fi eld, the book distinguishes between three approaches to defi ning competence, based on 1.functional behaviourism, 2. integrated occupationalism, and 3. situated professionalism. It also distinguishes between two ways of operationalizing competence: 1. behaviour-oriented generic, and 2. task-oriented specifi c competence. Lastly, it identifi es three kinds of competencies, related to: 1. specific activities, 2. known jobs, and 3. the unknown future. Competence for the unknown future must receive more attention, as our world is rapidly evolving and there are many ‘glocal’ challenges which call for innovation and a profound transformation of policies and practices. Th e book presents a range of diff erent approaches to competence-based education, and demonstrates that competencebased education is a worldwide innovation, which is institutionalized in various ways. It presents the major theories and policies, specifi c components of educational systems, such as recognition, accreditation, modelling and assessment, and developments in discipline-oriented and transversal competence domains. Cette étude traitant du management des ressources humaines, particulièrement du pilotage par les qualifications et par les compétences, repose sur une épistémologie qui écarte les démarches d’induction et de déduction au bénéfice de la confrontation entre les approches théoriques et pratiques, mesure les écarts entre les deux types d’apports et vérifie la scientificité du construit théorique en utilisant la réfutation comme critère de démarcation entre science et pseudo-science. Les cinq cas empruntés montrent que les entreprises veulent prioritairement assurer leur pérennité, améliorer leurs performances et augmenter leurs profits. Pour concrétiser ces finalités, les détenteurs des capitaux et leurs mandants, les managers, disposent d’une part, de moyens officiels tels la gestion, le management, le pilotage, la désignation, le statut et les attitudes des travailleurs ainsi que les qualifications et les compétences et d’autre part, des moyens officieux que sont l’idéologie et l’injonction paradoxale. Contrairement à l’idée souvent admise selon laquelle le modèle de la compétence marque une rupture définitive avec celui de la qualification, les managers utilisent toujours le poste de travail pour construire les référentiels des compétences individuelles et collectives et mener à bien les évaluations de leurs collaborateurs. Bien que non réifiés, les travailleurs se trouvent néanmoins contraints d’adhérer pleinement aux normes édictées par leurs employeurs et d’améliorer constamment leurs performances pour être désignés compétents. Les idées libertaires véhiculées par les promoteurs de la compétence, comme l’autonomie, la prise d’initiatives et de responsabilité, relèvent donc d’une idéologie qui inscrit la logique compétence dans une réalité gagnant-perdant, au détriment des travailleurs, désertant une entière reconnaissance des individus en leur qualité de sujets.
