Abstract: Managerialism has been a main driver of change facing the academic profession in Hong Kong with the rationalization of university governance and managerial structures. There is a common view that managerialism is not welcomed by academics for the traditional academic ethos of collegiality has been undermined by the growing importance of managerial values and practices. However, whether the rise of managerialism leads to a demoralized academic profession in Hong Kong and a climate of resentment and resistance deserve more in-depth research and analysis. Drawing from the statistical data of the survey of "A Changing Academic Profession: The Second International Survey of the Academic Profession" conducted in 2007 in Hong Kong and other countries, this research aims to compare and analyze how academics respond to changes in university governance and management amidst the rise of managerialism in Hong Kong and other systems in Asia, Europe and North America. The data analysis reveals that the impact of managerialism on the academic profession in Hong Kong should not be seen purely from a negative perspective. While academic values would not be completely superseded by managerial values, some managerial values have been embraced by academics in line with the "marriage" between managerial and academic values. The data analysis also indicates that institutional mission and competent leadership are managerial values and practices with strong impact on Hong Kong academics' perceptions of their work whereas academic freedom and collegiality are academic values and practices being strongly emphasized by academics in Hong Kong. This study refutes the assumption that the rise of managerialism has only negative impact on the academic profession and its work in Hong Kong, and also provides an objective assessment of the impacts of managerialism on academic work in Hong Kong. Hong Kong's universities have been transformed by the move from elite to mass higher education, from government support to market driven finance, from academic management to professional management, from local to cross border and international outreach, from China's education bridge to China's education window, and from a colonial model of curricular specialization to a postcolonial model emphasizing broader intellectual development and service. As the landscape of Hong Kong higher education has undergone change, so have the backgrounds, specializations, expectations and work roles of academic staff. The academic profession is ageing, increasingly insecure, more accountable, more international, at the same time, more Mainland-focused and less likely to be organized only along disciplinary lines. This book explores the interplay between politics, managerialism, and higher education, and the complex linkages between politics and public universities in Hong Kong. Since the mid-20th century, literature on the state, market, and higher education has focused on the state’s shifting role from the direct administration to the supervision of higher education, and its increased use of market and managerial principles and techniques to regulate public universities. However, very few studies have addressed the political influences on university governance produced by changing state-university-market relationships, the chancellorship of public universities, or students’ and academics’ civic engagement with regard to sensitive political issues. The book examines both the positive and problematic outcomes of using market principles and managerialism to reform public higher education; questions the longstanding tradition of university chancellorship; explores the issue of external members holding the majority on university governing boards; probes into the dilemma of either relying on the system or a good chancellor and external members to preserve universities’ autonomy and academic freedom; and assesses the cost of students’ and academics’ civic engagement with regard to politically sensitive issues.

This book argues that academic freedom in higher education in East Asia, the U.S. and Australia is under stress. Academic freedom means freedom to teach, research, and serve in multiple political and social roles based on professional principles. It is closely linked to shared governance, in which academics participate in and influence decision making in core academic concerns such as choosing new faculty, faculty promotion, tenure decisions and the approval of new academic programs. In different countries and regions, the duress confronting academic freedom may come from different directions, and the ability of faculty to share power can vary greatly. In authoritarian mainland China, it is mostly political and ideological controls that greatly affect academic freedom, and shared governance is very much limited. In semi-democracies like Hong Kong and Macau and democracies like Taiwan, Japan, South Korea, the U.S. and Australia, corporatization and commercialization have had great impact on both academic freedom and shared governance. The result is that the roles professors play within academia are continually being diminished and the academic profession is struggling to maintain its ground. Similar developments are also occurring in Europe. These developments should cause great concern to educators, researchers and policymakers everywhere. The authors collected here present attempts to learn from current practice in order to move policy into directions that will help protect higher education as a common good. This book highlights the importance of academic freedom and provides insights into the ways it is being infringed both by commercialization and corporatization on the one hand and political repression on the other. What does it mean to be an academic in the twenty first century? Clearly, there is no one answer to this question, as the diversity evident in the following chapters reveals. Elite research universities often tend to join with others of their kind, so that a professor from an elite US institution may well undertake a Japanese sabbatical (if at all) at the University of Tokyo, a UK semester at Oxford or Cambridge, or an Australian semester at the University of Sydney, or perhaps Melbourne. At each, they can expect to have at their disposal well-stocked libraries, replete with requisite books, journals and databases, (many now available electronically), as well as highly regarded specialist peers in their research areas, with whom they can discuss their work in detail. How can this academic lifeworld be compared with that of a member of the South East Asian professoriate, for example, or many in Latin America and Africa, where inadequate wages often necessitate taking on a second job, often at a lower quality private institution (which, however, likely offers better remuneration), and/or perhaps conducting a small business on the side (Welch 2003, Tipton, Jarvis and Welch 2003), and where the lack of basic infrastructure, as well as research training, means that teaching, and perhaps some administration, is perhaps the limit of one’s activities? The story of differentiation, however, is not limited todifferences between elite institutions in OECD countries and more modest institutions elsewhere.

The reflection on university management is based on the question about the shape of universities of the future.
