That a developing economy needs management even more than resources is now becoming abundantly clear to all students of growth. There was perhaps a facile assumption in the earlier years that the rate of growth in a developing country depended in almost direct proportion to two factors: the resources available within the country, the land, water, minerals, savings and other relevant inputs; and the initial importation of aid from without, in terms of capital and skills not available within - but the factor of good management was somehow ignored, as also the attitudes of the people and their leadership to growth. These two factors are now coming into their own as being crucial to development and there is a new appreciation of the need for a good supply of well trained managers and providing them with an environment that is permissive and encouraging. These essays are a timely analysis of this new-felt need, and a valuable source of new leads and hypotheses, for they examine the multi-facets of the problem of India's growth, but with keeping the professional manager squarely in the middle of the study. And after all it is he upon whom the major responsibility for develop ment and growth will depend, given the chance. The contributors to this symposium are seven young Indians, all management educators of distinction at universities in the United States, and one hopes that they will themselves pick up some of the leads and pursue them. In recent years, a great deal of scholarly and popular ink has been spilled on the subject of globalization. Relatively few scholars have addressed the political sociology of globalization, and specifically, the emergence of global class formations and a nascent global governance framework. This book is a contribution towards redressing this imbalance. The book traces the emergence of the World Bank as a key driver of globalization, and as a central source of an evolving form of elite-driven transnational governance which the author describes as ‘global managerialism’. The book argues that the Bank has expanded its sphere of activity far beyond provision of low-cost capital for development projects, and plays a central role in pursuing global economic and social policy homogenization. The World Bank and Global Managerialism features a new theoretical approach to globalization, developed through an analytical exposition of the key stages in the institution’s growth since its creation at the Bretton Woods conference of 1944. The author details the contemporary Bank’s central policy framework, which includes the intertwining of public and private initiatives and the extension of global governance into ever-wider policy and geographic spheres. He also argues that contemporary globalization marks the emergence of a transnational elite, straddling the corporate, government, and civil society sectors. The book provides two detailed case studies that demonstrate the practical analytical utility of the theory of global managerialism. The theoretical approach provides a robust but flexible framework for understanding contemporary global development. Challenging the view that managerialism is a form of capitalism and that capitalism has eclipsed socialism, Pena shows that the managerial or new class is an exploiting class. The work of Thorstein Veblen, James Burnham, John Kenneth Galbraith, and Kevin Phillips, he suggests, forms a little-known century-long tradition of reflection on the managerial revolution as well as on the conflux of values and socioeconomic practices that Pena dubs economic barbarism. Building on the work of these thinkers, he argues that industrial barbarism and the managerial revolution led to the decline of U.S. capitalism and its replacement by managerialism, a form of nationalistic socialism in which educated white-collar personnel employed by the state and corporate bureaucracies have become a new exploiting class that receives the bulk of the national wealth. Thus managerialism replaced industrial barbarism with a new form of economic barbarism. This managerial barbarism has fostered an unequal distribution of wealth that has penalized the middle and lower classes with stagnant or declining incomes, growing job insecurity, unemployment, and underemployment. Unless managerialism can find a way out of persistent poverty and declining living-wage job opportunities, these problems are likely to continue afflicting a sizable portion of the population. If managers put an end to economic barbarism, they have a chance to create a society characterized by generalized prosperity, leisure, and opportunity. It is more likely, however, that economic barbarism will continue to be an integral part of managerialism and, consequently, managerialism will face a sudden social upheaval or a gradual decline.
