The US Department of Justice's National Institute of Justice (NIJ) asked the Institute of Medicine (IOM) of The National Academies to conduct a workshop that would examine the interface of the medicolegal death investigation system and the criminal justice system. NIJ was particularly interested in a workshop in which speakers would highlight not only the status and needs of the medicolegal death investigation system as currently administered by medical examiners and coroners but also its potential to meet emerging issues facing contemporary society in America. Additionally, the workshop was to highlight priority areas for a potential IOM study on this topic. To achieve those goals, IOM constituted the Committee for the Workshop on the Medicolegal Death Investigation System, which developed a workshop that focused on the role of the medical examiner and coroner death investigation system and its promise for improving both the criminal justice system and the public health and health care systems, and their ability to respond to terrorist threats and events. Six panels were formed to highlight different aspects of the medicolegal death investigation system, including ways to improve it and expand it beyond its traditional response and meet growing demands and challenges. This report summarizes the Workshop presentations and discussions that followed them.

The sudden or unexplained death of an individual has a profound impact on families and friends of the deceased and places significant responsibility on the agencies tasked with determining the cause of death. Responsibility for conducting death investigations may rest with pathologists, medical examiners, or coroners, and there is little training available in the best procedures for handling these crucial and sensitive tasks. These guidelines were developed to help fill this gap. By adhering to these standards, death investigators can arrive at the truth about a suspicious death, and families and friends can know what happened to their loved one.

"Death Scene Investigation: Procedural Guide is the answer to a long recognized dilemma: how to have every death investigated by an experienced death investigator." — Tom Bevel, author of Practical Crime Scene Analysis and Reconstruction and Bloodstain Pattern Analysis with an Introduction to Crime Scene Reconstruction, Third Edition Those tasked with investigating death scenes come from a variety of backgrounds and varying levels of experience. Death Scene Investigation: Procedural Guide gives the less experienced investigator the procedures for almost any death scene imaginable while providing the seasoned investigator a ready reference for deaths occurring even under the most unusual of circumstances. It details the precise steps that need to be taken when processing and analyzing a death scene to ensure vital evidence is not lost and "red flags" are not missed. Crimes against children are some of the most serious and demanding investigations that a police force can be involved with. It is an extremely specialised crime area, with its own legislation, case law, guidance and crucial multi-agency working. This book offers a practical operational guide to managing the investigation of child death, and sets out the protocols and procedures relating to these deaths, from sudden and unexpected deaths in infancy (SUDI) to suspicious cases and homicide. Following the death of Baby Peter and the subsequent report by Lord Laming in 2009, Effective Investigation of Child Homicide and Suspicious Deaths outlines the revised statutory guidance on inter-agency working. By bringing together the key legislation, guidance, policies and procedures, along with operational options and background information, the author creates an indispensable resource for those tasked with this challenging but essential work. Drawing on his own extensive experiences, he outlines the relevant procedures of inquests and the criminal and family courts, and summarises the specific offences relating to child deaths such as infanticide, familial homicide, procuring an abortion, and child destruction. The role of expert medical evidence is explained, as are the procedures relating to forensic post-mortems and forensic samples and tests, with contributions from key medical professionals framing the complex and technical within a more practical setting. A reminder of the nuances of child death investigations is present in the striking but sensitive inclusion of personal accounts from the families of victims. Effective Investigation of Child Homicide and Suspicious Deaths forms part of the Blackstone's Practical Policing Series. The series consists of practical guides containing clear and detailed explanations of the relevant legislation, police procedure and practice, accompanied by case studies, illustrative diagrams and useful checklists.

Death Investigations is the first installment of the new Jones & Bartlett Learning Guides to Law Enforcement Investigation series! Many books on the market go into the investigative and forensic aspects of “homicides” but, singularly, do not adequately address the death investigation process as a whole. Understanding the entire process and event (whether it be homicide, suicide, accident or natural) with all of its nuances makes the detectives better death investigators. In this attempt the authors have addressed how one should go about conducting a death investigation from understanding the death process, to first officers’ responses upon arrival, the victim and the victimology, the preliminary versus the follow up investigation and the issues presented at a crime scene. It further delves into investigating equivocal deaths, the art of reconstructing the facts of the case, the investigative interviewing process, to a review of common mistakes found in other cases considering the legal issues at hand. In the appendices there is a sample of the Behavioral Analysis Interview in a homicide case; the art of differentiating suspects with pre-peri and post offense behaviors and a classic equivocal death analysis of a case that has had much attention over the years. The bottom line, “Death Investigations” is a “how to” book that all law enforcement officers should have on their bookshelf.
