This is an exploration of how higher education in contemporary Britain has responded to questions of equal opportunuties (particularly questions of race), what types of responses have been made, and how effective they have been. The book analyzes the political character of equal opportunities policies, the process of their formation and the structure put in place to implement them. Foregrounding research dilemmas, the author draws upon four university case studies, using both equal opportunities documents and interviews with key personnel. She focuses on the institutional discourses which surround equal opportunities in the universities and is concerned not only with their treatment of the issues, but also with the positions taken up by academic trade unions.

In these nine chapters, fourteen academics from the UK, Australia and New Zealand examine some recently accelerating changes in higher education, and the possible implications for female academics. They analyze the globalization process, the global knowledge economy, the influences of new technologies, new managerial styles and organizational structures and cultures accompanying the new dominant economic theories, and a shift in the focus of universities from traditional concerns of liberal education to "national wealth creation". The authors consider the effects of this corporate-, competition-dominated orientation on female academics, and the threats which organizational restructuring may pose to gender equity among academics.

The movement to broaden access to public universities, the dominant strategy during the 1970s and 1980s, has largely shifted to enable the marketplace, rather than the government, to shape the contours of higher education. Government funding is being reduced, affirmative action and other programs designed to ensure broader access are in decline, and personal fulfillment is replacing a public good designed to ensure greater equality of opportunities. This book explores the impact of diminishing government resources and expanding market forces in developing and developed countries to either foster or lessen equality of opportunities in higher education for different racial, ethnic, religious, and gender groupings. What are the consequences of a market-driven higher education for student access, teaching, and scholarship? Through case studies, this book explores issues such as access of minority groups within the larger societies, the place of foreign students in a national system, and access for students with mental health difficulties, and evaluates the success of funding schemes designed to expand opportunities and access. The research provides an interesting contrast of the diversity and uniqueness of higher education in the United States, France, Australia, India, Israel, South Korea, the Netherlands, Ghana, and several other countries, while at the same time revealing surprising commonalities. These studies reveal worldwide trends in higher education, including a cutback in government financing, a decline in access, and a recession of affirmative action. This book is an important addition to the literature on higher education during the age of globalization and the decline of government funding of higher education. The studies provide important data about the current situation in higher education in countries around the world. Book jacket.

This handbook is intended for managers who wish to develop human resources in their organizations, particularly where women are currently underrepresented. It provides a positive model for the successful equal opportunities manager and a checklist of activities that will lead to the successful implementation of equal opportunities. The handbook sets out a logical sequence of recommended tasks for the development of an equal opportunities policy. The 11 steps are as follows: (1) management activities--the first stage; (2) management activities--the second stage; (3) the monitoring process; (4) the staff development program; (5) the equal opportunities training program for staff; (6) recruitment, appointment, and promotion of women; (7) the management development training program; (8) the facilities required for implementation of equal opportunities; (9) a model for curriculum development; (10) marketing and publicity; and (11) management activities--the third stage. A statement of principle and a list of the tasks the manager should carry out to translate the principle into effective practice are provided for each step. Appendixes include two articles, "Equality in the College: The Legal Position" (Chris Fernie) and "How to Set Up and Implement an Equal Opportunities Policy" (Helen Clarke). A sample opportunities policy document is also provided. (YLB)

This book brings together scholars who explore the evolving meanings of diversity and how these meanings present new challenges and considerations for collegiate leadership, management, and practice. The book offers empirical, scholarly, and personal space to interrogate the seemingly elusive but compelling challenges postsecondary institutions face in managing diversity. Book chapters are offered in a variety of voices - some detailing theoretical, conceptual, sociohistorical, and globalized meanings of diversity; some highlighting college personnel narratives around social justice and equity; and some illustrating identity politics and provocative topics among students, faculty, and staff that continue to present formidable challenges to collegiate equity agendas. The intent is to both question existing efforts to diversify and make inclusive collegiate contexts; to present new frameworks of thinking about diversity, equity, and inclusion; and to identify and detail policy and practice implications.
