Each day, around 450,000 of the 6.7 million pupils in state maintained schools in England miss school. Research indicates that children who do not attend school regularly are more likely to leave school with few or no qualifications, and are more likely to be drawn into crime and anti-social behaviour. Parents are responsible by law for ensuring that their child receives full-time education, whilst the Department for Education and Skills (DfES) has overall responsibility for school attendance. This NAO report finds that pupil absence from school is caused by a number of factors relating to the child's home life (such as parental attitudes, familial problems or holidays during term-time), the individual pupil (such as genuine illness, behavioural problems or bullying) and the school environment (quality and relevance of teaching, management of bullying or school-parent relations). The DfES has spent about [pound]885 million between 1997 and 2004 on initiatives intended to tackle the problem, resulting in a reduction in authorised absence. However, unauthorised absence has not declined, the causes of which have proved difficult to tackle.There is scope for further improvement of existing DfES national initiatives through closer partnership with local authorities and schools to ensure best practice is more widely adopted, and by focusing on parental attitudes and the role of Ofsted and primary schools to improve attendance management.

Many campus personnel who are assigned the responsibility of students' data and attendance are not trained adequately. They lack knowledge of local board policy, state attendance laws, proper use of data codes, withdrawal codes, printing attendance reports, contacting parents, setting up meetings, and seeking legal intervention. Is there a user-friendly resource attendance manual that is ready for campus personnel who need technical support? Is there a campus plan with a checklist available for campus staff attendance responsibilities, time frames, resources required, and evidence of completion? These things need to be in place to identify truant students and provide early intervention quickly. This practical guidebook is written for attendance professionals new to truancy, tenure professionals, clerks, outreach workers, social workers, and others responsible for working with students and their excessive absences. It is a straightforward guide for preparing anyone to deal with truant students and their families. Part One discusses the causes of truancy, while Part Two provides detailed strategies for managing school attendance. It can be used as a presentation for training attendance professionals, staff members new to truancy, and specifically for those responsible for students in their district. In addition, it can be used as a refresher workshop annually. This guidebook is designed to will help reduce the dropout rate and increase attendance in schools.

School absenteeism is a pervasive and difficult problem faced by mental health and school-based professionals. Even in mild forms, school absenteeism has been shown to be a significant risk factor for social, behavioral, and academic problems in middle childhood and adolescence, as well as psychiatric, economic, and occupational difficulties in adulthood. Problematic absenteeism has been examined for decades by professionals of many different disciplines, leading to a considerably fractured literature. Managing School Absenteeism at Multiple Tiers provides an integrative strategy for preventing, assessing, and addressing cases of youth with school absenteeism at multiple levels of severity and complexity. Dr. Christopher Kearney presents a multi-tiered framework based on prevention (Tier 1), early intervention for emerging cases (Tier 2), and more extensive intervention and systemic strategies for severe cases (Tier 3). Each tier is based on empirically supported strategies from the literature, and emphasis is placed on specific, implementable recommendations. This approach is based on a Response to Intervention model that has emerged as a powerful guide to prevention, assessment, and treatment of social and academic problems in schools. Response to Intervention is based upon tenets that parallel developments in the school absenteeism literature: (1) a proactive focus on early identification of learning and behavior problems and immediate, effective intervention, (2) universal, targeted, and intensive interventions, (3) frequent progress monitoring, (4) functional behavioral assessment, (5) empirically supported treatment procedures and protocols to reduce obstacles to academic achievement (including absenteeism), and (6) a team-based approach for implementation.
