The collapse of the Soviet Union, although providing a host of welcome opportunities for people of that nation, also exacerbated a number of transnational concerns just as serious as those that emanated from the bipolar hostility of the previous 50 years. Among these challenges is the marked increase in the theft of and illegal trafficking in nuclear materials, often referred to as nuclear smuggling.Prior to the early 1990s, nuclear smuggling generally involved small quantities of bogus materials or, at most, nuclear-associated materials that posed no serious danger to security. Recently, however, several disturbing incidents involving kilogram quantities of sensitive nuclear materials suitable for constructing bombs have occurred. No one doubts that hostile groups could conceivably bring weapons-usable nuclear material into the United States. Moreover, nuclear smuggling represents a possible shortcut for states such as Iran seeking plutonium or highly enriched uranium for their weapons program. The consequences of such states succeeding would be profound.The U. S. Government takes the threat of nuclear smuggling seriously. Congress has provided funds ad the Executive Branch has devised numerous successful programs targeted to reduce this danger at its source - but much more remains to be done. This book will contribute to filling that gap by providing a new tool, the nuclear smuggling pathway model, for addressing the nuclear smuggling phenomenon in a holistic way. This model is based on a general systems model and designed specifically as an analytical tool to assist national security personnel at all levels to understand, analyze, and prevent instances of illicit trafficking in nuclear materials. By offering a comprehensive approach usable by many different national and international agencies, the model may help counter a growing national security threat.Ervin J. A nuclear weapon or a significant quantity of special nuclear material (SNM) would be of great value to a terrorist or other adversary. It might have particular value if acquired from a U.S. facility-in addition to acquiring a highly destructive tool, the adversary would demonstrate an inability of the United States to protect its nuclear assets. The United States expends considerable resources toward maintaining effective security at facilities that house its nuclear assets. However, particularly in a budget-constrained environment, it is essential that these assets are also secured efficiently, meaning at reasonable cost and imposing minimal burdens on the primary missions of the organizations that operate U.S. nuclear facilities. It is in this context that the U.S. Congress directed the National Nuclear Security Administration (NNSA)-a semi-autonomous agency in the U.S. Department of Energy (DOE) responsible for securing nuclear weapons and significant quantities of SNM-asked the National Academies for advice on augmenting its security approach, particularly on the applicability of quantitative and other risk-based approaches for securing its facilities. In carrying out its charge, the committee has focused on what actions NNSA could take to make its security approach more effective and efficient. The committee concluded that the solution to balancing cost, security, and operations at facilities in the nuclear weapons complex is not to assess security risks more quantitatively or more precisely. This is primarily because there is no comprehensive analytical basis for defining the attack strategies that a malicious, creative, and deliberate adversary might employ or the probabilities associated with them. However, using structured thinking processes and techniques to characterize security risk could improve NNSA's understanding of security vulnerabilities and guide more effective resource allocation.

The U.S. government has made safeguarding of weapons-grade plutonium and highly enriched uranium an international policy priority, and convened The 2010 Nuclear Security Summit in Washington, D.C., on April 12 and 13, 2010. Forty six governments sent delegations to the summit and twenty nine of them made national commitments to support nuclear security. During the Summit, India announced its commitment to establish a Global Centre for Nuclear Energy Partnership. The Centre is to be open to international participation through academic0 exchanges, training, and research and development efforts. India-United States Cooperation on Global Security is the summary of a workshop held by the U.S. National Academy of Sciences (NAS) together with its partner of more than 15 years, the National Institute for Advanced Studies (NIAS) in Bangalore, India. The workshop identified and examined potential areas for substantive scientific and technical cooperation between the two countries on issues related to nuclear material security. Technical experts from India and the United States focused on topics of nuclear material security and promising opportunities for India and the United States to learn from each other and cooperate. This report discusses nuclear materials management issues such as nuclear materials accounting, cyber security, physical security, and nuclear forensics.

Today the Subcommittee will examine interagency efforts to prevent nuclear and radiological materials from falling into the wrong hands. Since 1999, I have chaired 10 related hearings on this subject and requested 10 Government Accountability Office (GAO) investigations, and they have been good in meeting those requests. The terrorist threat remains serious and the consequences of a nuclear or radiological terrorist attack would be catastrophic. In 2010, President Obama stated that nuclear terrorism is the single biggest threat to U.S. security, short-term, medium-term, and long-term. The International Atomic Energy Agency (IAEA) reported more than 2,000 unauthorized incidents, such as illegal trade or movement of nuclear or radioactive material, from 1993 through 2011.

The 9/11 terrorist attacks prompted a new urgency in efforts to deal with chemical, biological, radiological and nuclear proliferati on. The potential acquisition and use by terrorist groups of such weaponry was suddenly a much increased threat. The G8 Global Partnership against the Spread of Weapons and Materials of Mass Destruction subsequently encouraged some twenty-two countries and the European Union to pledge up to $20 billion to address this challenge. The creation of the Global Partnership was the first time so many countries agreed to collaborate on a range of non-proliferation, security and nuclear safety programmes, as well as commit such an amount of resources to them.
