This book examines how African states can build the institutional capacity to better prevent, manage and cope with the new security challenges posed by violent religious extremism. Despite the evidence that violent religious extremism is exacerbated by underlying social, political, economic and governance factors, many states have focused their efforts only on reactive and coercive response strategies, overlooking more long-term measures. This comparative study of Nigeria and Kenya reflects on why insurgency in Kenya has not escalated to full blown terrorism as it has with Boko Haram in Nigeria, in spite of the similarities in relatively weak institutions of governance and colonial legacies across the two countries. The book interrogates the policy and institutional responses that have been put in place in both countries to address security challenges, and the extent of their efficacy in light of the intricate networks of politics, governance, corruption, poverty and violence and the relative fragility of state institutions. The authors highlight the areas of convergence and divergence in institutional capacities and recommend policies to enhance the capacity of institutions to manage violent religious extremism. This book analyses the deradicalisation and peacebuilding programme undertaken in north-east Nigeria, following the Boko Haram insurgency in the region. The intensity of the insurgents’ violence necessitated measures to combat fundamentalism, including military operations, amnesty, deradicalisation and other strategies. Focusing on the counter-insurgency operations and the various government responses, this work highlights the successes and failures of the approaches adopted by the government in the north-east of Nigeria. The strategies and programmes examined include both military and non-military approaches, but especially non-kinetic measures such as deradicalisation, rehabilitation, reintegration and peace-building programmes. In contrast to previous works, this book addresses neglected areas of inquiry such as the typologies of deradicalisation interventions (of which there are about five), and especially the intellectual response of the Ulama in countering Boko Haram extremism and peacebuilding. The study broadens the horizon of inquiry on insurgency, deradicalisation and peacebuilding in Nigeria, in Africa and globally, by delving deeper into the subject matter using a methodological approach that draws on primary sources from key actors and stakeholders. In addition, the book introduces a new theoretical approach, entitled the ‘Multiple Front Reaction Model’, and will challenge future works to consolidate or synthesise its assumptions. This book provides a detailed account of the political economy around investment deal negotiations between African governments and private Chinese investors. The book draws on evidence from experiments and hundreds of interviews with policy makers and Chinese investors across Nigeria, South Africa, Kenya, Ethiopia and Tanzania. It shows that governments of authoritarian or one-party dominant states, which are among the top-receivers of Chinese investments, are able to easily and successfully act collectively to impose human capital and technology transfer requirements. The book argues that, rather than treating African countries as "price-takers" in the face of increasing Chinese influence in the continent, we should instead recognise the significant bargaining leverage that many African governments have to influence deal conditions, especially with smaller private Chinese companies. It demonstrates that several African governments can instead act "as price-setters" and that the success of the rising Chinese presence in Africa, and whether this leads to positive or negative development outcomes, fundamentally depends on the development strategies that individual African governments decide on. In the context of an often-polarised debate, the original research presented in this book has important implications for the future economic development strategies of African countries. As such, it will be of interest to researchers working on Chinese and African investment, politics, institutions, business, economics, and international relations.

African legislatures remain understudied, yet democratisation, development and peacebuilding all depend on these key political institutions. This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. This book argues that a leading cause of the political instability in the Horn of Africa is a crisis of governance, caused by extreme centralization of power, weak institutions, and the failure to institutionalise the responsible use of authority. In recent years, many attempts have been made to resolve the ongoing conflicts in Somalia and South Sudan, but problems remain, and in 2019 the instability spread to Ethiopia. This book critically examines how many of the governance problems in the region can be addressed through institutional design.
