This report recommends that the maximum revenue per passenger for airport services levied during the five year period beginning 1 April 2003 should be £5.90 in 2003/04, dropping to £4.15 at the end of the period. This means that airlines will pay 65p less per passenger in the first year, and this will drop by £2.40 in the final year. The Commission has also investigated whether Manchester Airport (MA) or any of its associated companies has acted against the public interest in relation to airport charges levied or operational activities undertaken during the period December 1996 to February 2002. The report finds that inadequate operational procedures used by MA meant the quality of service provision to airlines did not reflect the level of prices they were charged, and this conduct is judged to have operated against the public interest. The Commission recommends that the Civil Aviation Authority remedies the situation by imposing a condition which requires MA to make rebates whenever service levels fail to meet generic service standards agreed.
