Why do leaders make foreign policy decisions that often appear irrational or engage in major reversals of previous policy to the extent that observers wonder at their intentions? How are leaders in the Global South (GS), the majority of which should lack much influence in international politics, sometimes are able to defy external pressure or even get powerful states to do their bidding? While some analysts focus on domestic politics or on external factors to explain shifts in foreign policy, the GS decision model emphasizes that observers forgo useful insights in applying these categories to occurrences that are in fact transnational—when the domestic and foreign cannot be disentangled. Drawing on the poliheuristic decision making model, which makes political survival paramount, Andrea K. Grove argues that leaders weigh political considerations and eliminate options that do not fit with the most pressing concerns for these leaders: legitimacy and regime security. Application of this model to the cases of Uganda, Kenya, Qatar, and Turkey not only improves understanding of foreign policy pathways but reveals ways in which leaders of developing states can manipulate their tough environments to serve their interests. They can sometimes exploit more powerful countries to raise their state’s profile beyond what is warranted by objective measures.

As the U.S. Army transforms itself for future information age operations, it will rely heavily on the Army Battlefield Command Systems (ABCS) to provide digital Command and Control (C2) support to commanders throughout the theater of operations. ABCS is designed to provide the vertical and horizontal data flow required to achieve rapid decision-making and execution speeds needed to gain and retain informational dominance throughout future operations. As described in this monograph, the Maneuver Control System (MCS) provides this vertical and horizontal integration as a member of the Army Tactical Command and Control System (ATCCS), the middle layer of systems in the ABCS architecture. ABCS has the capability to provide the C2 support required by future commanders. At issue is whether the U.S. Army will train its leaders to exploit the provided technology, specifically the MCS. This monograph defines exploitation of technology (i.e., understanding its capabilities, recognizing its opportunities, and acting to multiply the affects of those capabilities); and provides reasons why it is necessary to train Army leaders to exploit technology, not just to use technology. ABCS use clearly improves C2 efficiency. ABCS exploitation combines and optimizes the strengths of decision-makers and systems to achieve even better and faster use of the technology. The focus of this monograph is, therefore, on the decision-maker/MCS interface, the point where exploitation of technology must occur in order to retain the technological initiative.

"From the days of Sun Tzu to present day, great generals and military strategists have used the concept of maneuver in war to gain and exploit an advantage over the enemy. Despite the vast changes in warfighting tactics and technology that span those thousands of years, there is a consistent refrain: the force that gains, maintains and exploits the freedom to maneuver brings a potentially decisive advantage to the battlespace. Over the past 100 years the battlespace has expanded beyond land and sea to include air, space and, more recently, cyber. This paper argues that the acquisition domain must be regarded like these other warfighting domains, and the U.S. should take action to gain, maintain and exploit the ability to maneuver in the acquisition space. The analytical framework for this discussion is based on the Observe-Orient-Decide-Act (OODA) loop, looking at the ability to rapidly and effectively execute the OODA cycle in the acquisition context to gain a warfighting capability advantage over an adversary. To that end, the OODA cycle for acquisition, or "acquisition OODA loop," is defined and then used to assess the current state of maneuverability for the U.S. acquisition system and potential ways to improve maneuverability."--Abstract.

Globalization has changed many security, economic, political, and social conditions that shape world behavior; which in turn has produced a new paradigm for warfare that is fundamentally different from the industrial aged warfare paradigm that the world was accustomed to in the 20th century. This paper recommends that current U.S. doctrine be modified to focus on “exploitation tactics” as a better way to support 21st Century Combat Operations. The paper uses a case study of the 2-25 Stryker Brigade Combat Team to demonstrate how to restructure a modular brigade size organization to increase its effectiveness on a 21st Century battlefield. This restructuring includes Brigade, Battalion, and Company Fusion/Exploitation Cells, Company and Platoons S2s, and toolkits that provide the technical means to support this exploitation strategy. Central to the restructuring effort is to create the ability for commanders at the platoon and company level to see and understand the battlefield so they can act decisively and maneuver intelligence throughout the depth and breadth of the Joint Force. This restructuring effort takes advantage of the work that has been done to better understand how to solve adaptive problems by agents of change in the Army, DoD, and academic community and lessons learned with Theater Fusion Cells and the F3EA process in Iraq and Afghanistan. This study will also describe the new role of command and control in the 21st Century. The challenge of Army leaders today is to harness the innovative and adaptive capacities of their people to solve complex adaptive problems. The U.S Government must also reframe its Global Security Strategy and institute a Whole of Government approach that allows it to shape the global environment through soft power and “Transparent Maneuver”. While the new edition of Army Field Manual 3.0 acknowledges that the environment has changed, the doctrine for modular brigade combat teams needs to follow suit and adapt to 21st Century warfare by focusing on exploitation tactics that enable subordinate units to see and understand the complex operational environment of the 21st Century.

As a force projection power, it is critical for the United States to retain the capability to introduce rapidly, credible and sustainable forces into theaters around the world. Maritime prepositioned forces (MPF) are a key component supporting that force projection capability. Currently, there is insufficient strategic airlift to deploy rapidly and sustain heavy U. S. forces as they are currently structured. Operations Desert Shield and Desert Storm validated the value of the MPF concept. The ability to fly in ground forces and integrate them with equipment from pre-positioned shipping greatly enhanced the strategic responsiveness of the Marine Corps and the United States. This facilitated the rapid introduction of a credible ground force into the Persian Gulf Theater of Operations for the United States. The value of this capability was recognized by the United States Army, which has since begun to purchase roll-on, roll-off shipping of its own. America's adversaries, whether they are nation states posing a conventional threat or terrorist organizations presenting an asymmetric threat will not overlook this capability either. As adversaries develop anti-access capabilities, it is critical for the United States to assess continually, the vulnerability of our maritime pre-positioned forces. Forcible entry operations from the sea are a requirement for Marine Corps forces. The Marine Corps continues to rely on MPS as one of the cornerstones of its deployment strategy. However, the Marine Corps is changing the way these operations are conducted. Under the emerging doctrine of Operational Maneuver from the Sea (OMFTS) Marine forces will no longer wait for the arrival of MPF equipment at a port of debarkation and follow the standard reception, staging, onward movement and integration (RSOI) template of Desert Shield and Desert Storm. Several concepts under OMFTS such as Ship To Objective Maneuver (STOM) require the introduction of a Marine Air Ground Task Force with very little organic sustainment directly to the objective. Interdiction of MPF squadrons could significantly degrade U. S. strategic responsiveness or leave Marine Forces stranded in theater without sufficient resources to sustain them. By analyzing threats at the port of embarkation, enroute and port of debarkation for current and future MPF operations a determination can be made as to whether, there is an inherent vulnerability in MPF operations. This analysis concludes that current MPF operations possess vulnerabilities in self-defense capabilities, information access, and organization and loading of the ships. Future MPF operations address the issue of organization and loading however, no decision has been made to provide self-defense capabilities or secure information access. This monograph is significant to the development of both Army and Marine Corps future maritime force projection capabilities. In a chaotic, rapidly changing environment, maritime prepositioned forces provide a combination of responsiveness, sustainability, and forward presence independent of many political considerations such as over flight and land basing. This combination of capabilities makes them an invaluable asset to operational planners and an undeniably high value target to future adversaries.
