La creación de un grupo de investigación de Derecho Internacional Humanitario supone un doble reto. Por un lado, la dificultad de recoger las diferentes visiones con respecto al papel del Estado en escenarios de conflicto armado. Por otro, la consciencia de que la búsqueda de teorizaciones alrededor del conflicto armado se cimienta sobre las pérdidas y profundos dolores de las víctimas. Este grupo de investigación conformado por Édgar Solano González, Manuela Losada Chavarro, María Camila Medina García y María Alejandra Osorio Alvis ha podido asumir ese reto con el apoyo incondicional del doctor Humberto Sierra Porto, director del Departamento de Derecho Constitucional. Esta obra colectiva es el resultado del interés de la comunidad académica y jurídica que de manera desinteresada aceptó nuestro llamado a construir Estado desde la perspectiva teórica del conflicto armado. Gracias a las autoras y los autores que participaron en estos libros podemos entregar un producto que espera fortalecer la dogmática del derecho internacional humanitario en Colombia y Latinoamérica. Así mismo, queremos manifestar un agradecimiento especial a los miembros del Comité Internacional de la Cruz Roja (CICR) que nos apoyaron en la configuración de los temas a desarrollar en la obra colectiva en Derecho Internacional Humanitario: a José Serralvo, Mariana Chacón Lozano, Angie Rodríguez Martínez, Andrea Camacho Rincón y Mario Correa González. Este estudio busca contribuir a la formulación y aplicación de políticas públicas y académicas para combatir, prevenir y erradicar el acoso sexual en las instituciones de educación superior del Ecuador. El diseño y validación de un instrumento de medición del acoso sexual, así como los datos que se obtenga, permiten viabilizar la intervención de las autoridades frente a una problemática conocida pero ocultada. El resultado final es parte de un largo e intenso proceso colectivo, donde los debates académicos, ideológicos, técnicos y políticos fueron una constante. Esto explica que el texto refleja una variedad de contenidos que van desde los insumos teóricos hasta el manual de aplicación de una encuesta. El documento tiene distintas pretensiones. Por un lado, es una contribución al debate teórico sobre el tema del acoso sexual y la violencia de género; por otro lado, aporta con información valiosa para aquellas personas interesadas en el tema; adicionalmente, proporciona insumos metodológicos y un instrumento para replicar el proceso en cualquier universidad del país y de la región. Una de las constataciones más relevantes, al aplicar la encuesta, fue la hegemonía masculina en los puestos de decisión de las universidades nacionales. Aunque a nivel del estudiantado las mujeres son mayoría en casi todas las instituciones, los puestos de dirección están ocupados predominantemente por varones. Esta circunstancia fue determinante al momento de llevar a cabo la encuesta, debido a la oposición de docentes, decanos y personal directivo que percibían a la investigación como una amenaza al statu quo académico y administrativo

Declining incomes and growing income inequality have led to a rise in poverty in the transition economies of Eastern Europe and the former Soviet Union. This study examines poverty and social assistance in six countries - Bulgaria, Hungary, Poland, Estonia, Russia, and the Kyrgyz Republic - comparing the poverty profiles and the correlates of poverty between the two regions. The study finds that the profile of poverty is more sharply defined in Eastern Europe than in the former Soviet Union, where poverty is more widespread. This holds the potential for better targeting of social assistance in Eastern Europe, and the study proposes a novel two-step approach to identify the poor.
