This book is intended to support the forestry institutions in the tropical countries in the planning, assessment and systematic observation of forests required to fulfill their obligations as laid in international conventions such as the CBD and UNFCCC. Following the Rio Conference, a number of countries, donors and international organizations have implemented capacity-building projects with varying degrees of success. One main reason for the varying success rates seems to lie in the design of technical assistance programs, which have been formulated on the traditional lines of mainly generating forest resources information or transferring technology; whereas Agenda 21 requires fundamental changes in countries’ institutions and approaches to planning and implementing the conservation and sustainable development of forests through a process of continuing research and analysis. The book is intended to serve the basic needs of national planning strategies and international and donor support.

The Food and Agriculture Organization of the United Nations (FAO) has been providing support to member countries on national forest monitoring for decades. Best practices and lessons learned from this support are summarized in FAO´s Voluntary guidelines on national forest monitoring (VGNFM). The guidelines provide principles, elements and best practices for the establishment and implementation of a multipurpose National Forest Monitoring System (NFMS). The aim of this paper is to strengthen the elements and guidelines provided in the VGNFM in the context of Reducing Emissions from Deforestation and Forest Degradation (REDD+). It also includes a deeper analysis of the United Nations Framework Convention on Climate Change decisions and the most recent methodological recommendations provided by the Intergovernmental Panel on Climate Change, focusing on the three pillars of an NFMS for REDD+: a Satellite Land Monitoring System, a National Forest Inventory, and REDD+ reporting, including the combination of remote-sensing and ground-based forest inventory to estimate anthropogenic forest related Greenhouse Gas emissions by sources and removals by sinks.

Planted forests account for 7 percent of the global forest area, covering 290 million hectares (ha) of land. About 131 million ha of planted forests are intensively cultivated for productive purposes with fast-growing trees (FGTs). Fast-growing trees have been developed and used for millennia to provide wood and non-wood products to rural communities, as well as direct and non-direct benefits to urban societies. Globally, FGT plantations are comprised of a variety of tree species in temperate, subtropical and tropical biomes. The objective of this publication, Innovative practices in the sustainable management of fast-growing trees – lessons learned from poplars and willows and experiences with other fast-growing trees around the world, is to address the knowledge gaps and the current and potential development of FGTs at the global scale by highlighting successful, innovative FGT practices that can help sustain people and the environment. Further, this book aims to make this information relevant and accessible to a diverse range of stakeholders involved in the agricultural and forestry sectors, including researchers, landowners, technical operators and planners, and policymakers. In this context, the authors have proposed a comprehensive list of references as part of the methodology.In total, 43 authors from nine countries have contributed to this book bringing their ideas, experience and expertise to advance innovation in FGT science, management and policy.

National forest inventories (NFIs) are one of the main sources of forest information. This book describes the importance and history of NFIs in Latin America and the Caribbean, a region that is particularly relevant due to the extension and biodiversity of its forests. Methodologies for data collection and measurement of the most relevant indicators in 21 countries are addressed. In addition, similarities and differences in IFN designs, challenges and opportunities, and prospects for the future are examined. This analysis demonstrates that the information generated by the countries is diverse and must be harmonized to meet the commitments and opportunities for sustainable forest management in the 21st century. This publication represents a milestone in the beginning of the harmonization process towards data transparency within the forestry sector in Latin America and the Caribbean and constitutes the first collaborative effort of a network of NFI experts and collaborators in the region.

The critical role of forests in climate change mitigation and adaptation is now widely recognized. Forests contribute significantly to climate change mitigation through their carbon sink and carbon storage functions. They play an essential role in reducing vulnerabilities and enhancing adaptation of people and ecosystems to climate change and climate variability, the negative impacts of which are becoming increasingly evident in many parts of the world. In many countries climate change issues have not been fully addressed in national forest policies, forestry mitigation and adaptation needs at national level have not been thoroughly considered in national climate change strategies, and cross-sectoral dimensions of climate change impacts and response measures have not been fully appreciated. This publication seeks to provide a practical approach to the process of integrating climate change into national forest programmes. The aim is to assist senior officials in government administrations and the representatives of other stakeholders, including civil society organizations and the private sector, prepare the forest sector for the challenges and opportunities posed by climate change. This document complements a set of guidelines prepared by FAO in 2013 to support forest managers incorporate climate change considerations into forest management plans and practices.

Smallholder farmers are commonly thought of as farmers who manage two hectares of land or less. By some estimates they represent approximately a quarter of the world’s population, and manage half of the world’s arable land; they generate billions of dollars in forest and timber products. Collectively, smallholders have the transformative potential to achieve sustainable development and respond to climate change at landscape scales. In order to achieve this collective action, smallholders can and do organize themselves into organizations such as associations and cooperatives, i.e. forest and farm producer organizations (FFPOs). Empowering forest and farm producer organizations will be critical to delivering on the Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs) for mitigating climate change as part of the Paris Agreement. This document has three main premises: first, that smallholders’ farms are businesses, and the decisions that smallholders make about their farms are primarily based on their expected return on investments. The second premise is that the business of growing trees on farms can increase family farmers’ economic resilience and improve the net environmental impact of family farming. The third premise is that small farmers’ business of growing trees will be more economically successful if they can organize themselves to achieve scale. What follows from these premises is the purpose of this document: supporting producer organizations to collect information on their tree assets (i.e. trees grown on their farms) for commercial purposes.
