This document provides guidance to assist developing countries in improving national emergency preparedness in order to maximize the efficiency of response to serious outbreaks of aquatic animal diseases. This is a product of a joint FAO, Network of Aquaculture Centres in Asia-Pacific (NACA) and WorldFish Center (WFC) Regional Workshop on Preparedness and Response to Aquatic Animal Health Emergencies, held in Jakarta, Indonesia, from 21 to 23 September 2004. The workshop, which was hosted by the Government of Indonesia, Ministry of Marine Affairs and Fisheries (MMAF), was attended by national policy-makers and scientists from the Asian Region, and international experts and resource persons from both the region and elsewhere. The complete proceedings of the workshop will be published in the FAO Fisheries Proceedings series.

African swine fever (ASF) is a disease with a mortality rate close to 100 percent. There is no vaccine and no conventional treatment against the disease. To reduce the effects caused by ASF outbreaks, optimal response mechanisms against probable ASF emergency disease situations need to be planned and rehearsed so that the disease can be controlled and eradicated in the most rapid and cost-effective way. These plans should be refined from time to time through simulation exercises and personnel should be trained in their individual roles and responsibilities. In today’s world, the risk of spread of animal health diseases, within a country or across borders, is on the rise. Contributing factors include growing animal populations, increased movement of humans and animals, market intensification and global trade. Animal health services around the world play an essential role in curbing animal disease spread. They do so by increasing their capacity to manage animal health emergencies, preparing for such events during “peacetime” and reflecting on lessons learned during the “reconstruction phase”. These actions look to enhance a country’s state of operational readiness ahead of future events. Carrying out an After Action Review (AAR) of a country’s emergency response is an integral part of learning; it provides countries with the opportunity to highlight what they have done well and what gaps remain to be filled in terms of animal health emergency management. This AAR manual outlines current practices for organizational learning and how they can be applied in the context of animal health emergencies. It details the steps to perform an animal health emergency AAR and leads readers through designing, preparing, conducting and reporting on an AAR. Veterinary services and competent authorities responsible for managing the response to animal health emergencies can apply the principles discussed in this manual to AARs at the country level – or in other settings such as producer organizations, multicountry regional commissions or international organizations.
