Il volume costituisce un Manuale di diritto regionale che si differenzia dagli altri manuali in circolazione per almeno tre aspetti. In primo luogo, perché, come lascia intendere il sottotitolo (Le autonomie regionali, speciali e ordinarie), il manuale dedica alle autonomie speciali uno spazio non minore di quello dedicato alle regioni ordinarie, raccontandone le diverse storie, i loro statuti, funzioni e, dove esistenti, anche i progetti di modifica degli statuti stessi. Le autonomie speciali non godono di buona fama e per questo il manuale si apre con un’ampia introduzione sul valore dell’autonomia accolto dall’articolo 5 della nostra Costituzione: “La Repubblica riconosce e promuove le autonomie”. Secondo gli Autori, l’autonomia resta un valore grande, e soprattutto capace di produrre esemplarità e competizione al rialzo e per questo hanno voluto riscoprirne la sua dimenticata positività. Il terzo aspetto, forse il più singolare, è costituito dalla postfazione in cui sono riportati ampi brani del pensiero di un maestro del diritto, totalmente condiviso dagli Autori, Giorgio Pastori, recentemente scomparso, che, se gli Autori non avessero ritardato la conclusione del manuale, avrebbe commentato di persona il nuovo manuale di diritto regionale.
