Following the locust years of the neo-liberal revolution, social democracy was the great victor at the fin-de-sicle elections. Today, parties descended from the Second International hold office throughout the European Union, while the Right appears widely disorientated by the dramatic "modernisation" of a political tradition dating back to the nineteenth century. The focal point of Gerassimos Moschonas's study is the emergent "new social democracy" of the twenty-first century. As Moschonas demonstrates, change has been a constant of social-democratic history: the core dominant reformist tendency of working-class politic notwithstanding, capitalism has transformed social democracy more than it has succeeded in transforming capitalism. In the acclaimed Politics of Democratic Consolidation, Nikiforos Diamandouros, Richard Gunther, and their co-authors showed how democratization unfolded in Greece, Italy, Portugal, and Spain, culminating in consolidated democratic regimes. This volume continues that analysis, posing the basic question: What kind of democratic politics emerged in those countries? It presents systematic analyses of the basic institutions of government and of the dynamics of electoral competition in the four countries (set in comparative context alongside several other democracies), as well as detailed studies of the evolution of the major parties, their electorates, their ideologies, and their performances in government over the past twenty years. The authors reach two major conclusions. First, the new democracies' salient features are moderation, centripetalism, and the democratization of erstwhile antisystem parties on the Right and Left. Presenting a detailed explanation of party politics in the European Union, this new book uses the Party of European Socialists (PES) as a key case study, and tests the relevance of existing theoretical work on the meaning, significance, and prospects for realising other ‘Europarties’. This analysis operates from the assumption that the PES’s main goal is to influence the outcome of EU public policy, rather than the more traditional party goals of vote maximisation or office seeking. Secondly, by subjecting the PES to careful scrutiny in two specific policy areas (employment and environment) and for specific treaties (in particular the Treaty of Amsterdam), it tests the PES’s ability to construct policy to influence actual policy outcomes. Finally, it shows that whilst the PES was able to play a role in co-ordinating policy amongst the member parties since its formation in 1992, its influence has been exaggerated and the strength of the factors that limit its effectiveness have been underestimated. It argues that domestic policy imperatives and ideological differences between the member parties have hindered the development of the PES, thereby advancing our knowledge of Europarties and contributing to the literature on the Europeanization of political parties. This book will be of great interest to students and scholars of the European Union and party politics in general.

Writings on post-war Japanese politics have tended to take for granted the dominance of the Liberal Democratic Party (LDP) as inevitable, without questioning how this came about. This book analyses the nature of Japanese party politics over the first four decades following the Second World War, assessing how the chief contenders – the conservative LDP and the socialists JSP (Japan Socialist Party) – competed in terms of their strengths and weaknesses relative to the other. Throughout, it addresses the questions: How effectively were the parties’ strengths harnessed? How did they alter over time? To what extent was the winning formula challenged? Did the loser have access to strengths with a major potential, and, if so, why did these remain underdeveloped? It extends widely to include discussion of the political system, the social and economic environment in which parties operated, internal party matters, especially factions, personal support groups, special interest groups, and the role of government bureaucracy. It shows why the Liberal Democratic Party was dominant, why the Japan Socialist Party remained out of power, and how successive prime ministers conducted policymaking in ways which often resulted in the bureaucracy taking the lead. Overall, the book shows how precedents for the political system and for policymaking were set in this important period, precedents which continue, and which have contributed significantly to the present conservative stance on many key issues.

This book provides an outline and a critique of neo-Gramscian international relations theory, from a Marxist perspective. Focusing on the pioneering work of Robert Cox, but also drawing on the wider neo-Gramscian literature, this book presents a comprehensive account of neo-Gramscian international relations theory. It highlights the neo-Gramscian critique of mainstream Realist theory and the theoretical innovations that resulted from the mobilisation of Gramsci’s ideas and Cox’s emphasis on the social forces underpinning forms of state and world orders. The author explains how this is especially relevant in the current period of war and crisis, when the international dimensions of social existence continue to exercise a major influence over ‘domestic’ politics and economics, and when the interest in Marxism can be expected to grow. The book continues to provide a critique of the neo-Gramscians and of what the author argues is their one-sided reading of Gramsci. Placing coercion at the centre of a mode of production analysis of world order, the author elaborates a Marxist alternative to neo-Gramscianism that provides more robust explanations of world order dynamics and change.
