This book applies the ‘ecosystem services’ framework to coastal environments, showing how it could facilitate an adaptive management strategy. The contributors describe a decision support system (DSS) based on the 3 Ps – pluralism, pragmatism and precaution – that leads to a more flexible, ‘learn by doing’ approach to the stewardship of coastal environments. The book lays out a “Balance Sheets Approach” to formatting, interrogating and presenting data and findings. The opening chapter defines coastal zones, their characteristics and natural resources, and describes their complex and dynamic nature. The chapter shows that large-scale trends and pressures have led to a global loss of 50% of marshes, leading to significant declines in biodiversity and habitat. Part I presents a conceptual framework, describes natural science techniques for coastal and shelf modeling, and describes valuation of ecosystem services. Part II outlines practical ecosystem indicators for coastal and marine ecosystem services, reviews literature on valuation of coastal and marine ecosystem services, explores scenarios, outlines marine and coastal ecosystem services data and offers tools for incorporating data into decision-making. PART III offers case studies including one linking the ecosystem services of Marine Protected Areas to benefits in human wellbeing; and another on valuing blue carbon captured by oceans and coastal ecosystems. Also included are a study of managed realignments and the English coastline and their value estimate transferability; and studies of the impact of jellyfish blooms on recreation in the UK and on fisheries in Italy.

Under this perspective, there is an increasing need for reliable and meaningful baseline maps to provide decision-makers with straightforward information on the intrinsic biological value of a given marine/coastal area. The aims of this work are (1) to establish a spatial biological valuation of the Belgian coastal zone, using Marine Biological Valuation methods (MBV) (Derous 2007); and (2) to explore the applications of MBV for EB-MSP under different scenarios of space-use conflict at the Belgian coast (beach nourishment and nature conservation). Biological data from 1995 to 2011 on four ecosystem components (macrobenthos, epibenthos, hyperbenthos, and avifauna) have been integrated into a single database and used to perform MBV. Despite time constraints, spatial coverage and overall data availability were surprisingly satisfactory and allowed for significant trends and patterns to be observed. Results support a seaward extension of the nature reserve of "IJzermonding" in Lombardsijde beach. Detailed analysis of areas under coastal flood risk indicates that the use of MBV maps to assist management decisions at low jurisdictional levels in the Belgian coast is positively promising. Still, for an integrative approach, MBV maps should be considered along with other criteria defined within a solid decision-support system. Further research on the applications of MBV to coastal areas is still necessary to enhance the robustness of the tool and consequently strengthen its effectiveness within spatial planning strategies, towards an integrative and ecosystem-based manage

In this paper we discuss how a Decision Support System (DSS) for managing the marine environment can be set up. We use the Driving force-Pressure-State-Impact-Respond (DPSIR) framework to analyze which are the major driving forces impacting upon the marine environment in the North Sea. Moreover, a number of potential responses are identified. Furthermore, a preliminary and simplified optimization model has been set up and can be used in a DSS to decide on the best location of marine reserves for the protection of species. The model is based on a bio-economic metapopulation model that can be used to decide which parts of the sea should be opened for fisheries and which should be protected as marine reserve. It accounts for the dispersal of fish and considers both the economic returns from fisheries and the ecological value of marine biodiversity. A number of suggestions are given on how to extend and improve the DSS.

The marine environment provides essential ecosystem services that are critical to the functioning of the earth's life support system and the maintenance of human well-being. Marine Protected Areas (MPAs) are recognised as being the mechanism though which marine natural capital may be conserved. This thesis focuses on the value associated with marine conservation in a case study area, Lyme Bay, England where a 'closed area' was created in 2008. A review of literature spanning 20 years shows that despite sound ecological knowledge of a marine area, the reliance on traditional neo-classical economic valuations for marine spatial planning can obscure other issues pertinent to the ecosystem approach. A further valuation of the marine leisure and recreation industry shows that the industry is of economic significance and that the MPA enables the protection of the most valuable sites but has limited benefits for protecting the full resource base. In terms of ecological value, a 'service orientated framework' was developed to enable decision makers to understand the links between benthic species, ecological function and indirect ecosystem services. Results spatially identify which ecosystem services occur and demonstrate the value of the MPA in ensuring delivery of these ecosystem services. In relation to the social value of the MPA the research reveals that support for the MPA is strong amongst the majority of stakeholder groups. Values are expressed as the economic, environmental and social benefits of the MPA. However, there have been clear social costs of the MPA policy and these have been borne by mobile and static gear fishermen and charter boat operators. Each valuation methodology can inform decision making. Though, if ecosystem service valuation is to become a deliberative tool for marine conservation and planning, then there is a need for a larger societal discussion on what activities and trade-offs society considers acceptable.
